About this file

This document is an Addendum (#4) to a Request for Proposals (RFP) issued by the Port Authority of New York and New Jersey for expert professional traffic design services. The RFP (RFP# 6000001923) seeks a contractor to provide traffic design services on a task order basis for a four-year term, with proposals due by 2:00 P.M. on January 24, 2024. The services will be procured through a task order mechanism, where specific scopes of work will be defined for individual projects.

The addendum addresses three clarifying questions from potential bidders, including confirmation that a firm can submit a proposal as both a prime contractor and a subconsultant in other proposals. The specific details of on-site engineer requirements and construction permit types will be determined at the task order level for individual projects. The document provides contact information for Nicole Kuruszko for any additional questions, and maintains the original proposal submission deadline of January 24, 2024.

Dear Sir or Madam:

The following are questions from Request for Proposals (RFP) recipients. The questions and the corresponding Port Authority of New York and New Jersey (the Authority) answers are provided for your information and use, as appropriate.

Question #1: Is it the Authority’s expectation that a full-time engineer be on-site for the duration of the traffic work on any given construction project?

Answer #1: This information would appear at a task order level, where the specific Scope of

Services has been defined.

Question #2: In Attachment A, Section II. Scope of Work, Letter B. Construction Support, Item 10, would the Authority be able to provide examples of construction permit types that may be required?

Answer #2: This information would appear at a task order level, where the specific Scope of Services has been defined.

Question #3: Can a firm submit a Proposal as a Prime and be included as a subconsultant in another Prime’s Proposal?

Answer #3: Yes. Nothing precludes a firm from submitting as a prime and being included as a subconsultant in other proposals.

The date for receipt of proposals for the subject RFP remains 2:00 P.M. on January 24, 2024.
