About this file

This document is an Addendum (#4) to a Request for Proposal (RFP-RC-2025-016) issued by the Rockland County Department of General Services, Purchasing Division for an Incarcerated Individual's System including Digital Mail Services and Tablet Program for the Rockland County Correctional Center. The RFP seeks a comprehensive technology solution for the facility, with an anticipated start date of July 2025. The current facility has 280 rated capacity and an average daily population of 135-142 individuals. The project requires a vendor to provide 250 tablets, 13 incarcerated individual multi-function/video visitation kiosks, and associated digital services including telephone systems, electronic messaging, and media/entertainment applications.

The current system is provided by Securus Technologies, which has 225 tablets in use and generates significant revenue through various digital services. The current commission structure includes 10% for tablet subscriptions, 10% for tablet media, and 20% for electronic messaging. The facility currently uses Keefe for banking/trust fund services and FLEX as the Jail Management System. The RFP indicates no limits on inmate telephone calls and specifies requirements for voice biometrics, behavior modification applications, and law library access. Recent regulatory changes, including FCC Order 24-75 and the Martha Wright-Reed Act, impact commission structures, particularly for regulated telephone and video visitation services, requiring vendors to adjust their financial models accordingly.
