About this file
This is a Project Manual and specification document for the Hudson Valley Community College (HVCC) Technology Quad - Phase 1 Applied Technologies Education Center (ATEC) project, a capital construction initiative funded through EDA Award Number ED23PHI0G0159. The project encompasses comprehensive mechanical, plumbing, fire protection, and HVAC systems for a new educational facility located at 80 Vandenburgh Avenue, Troy, New York. The specification volumes contain detailed requirements across 33 divisions covering procurement, contracting, general requirements, and all mechanical systems including fire suppression, plumbing, domestic water systems, sanitary/storm drainage, natural gas piping, water heaters, plumbing fixtures, emergency equipment, HVAC equipment, controls, and insulation. The document establishes design standards referencing 2020 New York State Building Codes, 2015 International Building Code with 2016 NYS Supplement, NFPA standards, ASHRAE guidelines, and various ASTM specifications. All materials specified must comply with lead-free requirements under the Reduction of Lead in Drinking Water Act and NSF/ANSI 372 certifications.
The specifications establish comprehensive quality assurance requirements including third-party testing and balancing by AABC, NEBB, or TABB certified contractors, commissioning services through a separate commissioning authority, and Building Automation System integration with Johnson Controls Metasys platform using BACnet protocol. The project requires coordination among multiple contractors with detailed submittals including shop drawings, equipment schedules, hydraulic calculations, and field quality control reports prior to system operation. All fire protection systems, plumbing installations, HVAC equipment, and controls must undergo functional testing and commissioning with certification documentation provided to the Owner. The contract documents specify performance warranties including one-year defect-free operation for BAS systems and extended warranties for water heaters and other equipment, with all software, calibration records, and as-built documentation becoming Owner property upon project completion.
