About this file
This is a Project Manual and Bid Set for the Hudson Valley Community College Technology Quad - Phase 1 Applied Technologies Education Center (ATEC) project located in Troy, New York. The project involves construction of a dynamic Technology Quad on the east side of the college's campus to support growing programs in automotive technology services, electrical construction and maintenance, heating/air conditioning/refrigeration technical services, welding, and plumbing and pipefitting. The work is divided into six separate prime contracts under New York's Wicks Law: General Construction (Contract 1), Fire Protection Construction (Contract 2), Plumbing Construction (Contract 3), Mechanical Construction (Contract 4), Controls Construction (Contract 5), and Electrical Construction (Contract 6). Sealed bids were to be received until 1:30 PM EST on Thursday, August 15, 2024, with public opening and reading of bids at Hudson Valley Community College Administration Building, Room 240, 80 Vanderburgh Avenue, Troy, New York 12180. A pre-bid meeting was scheduled for Wednesday, May 22, 2024, at 2:30 PM at Hudson Valley Community College. The project has a substantial completion date of July 2, 2026, as indicated in the Agreement documents. Bidders were required to submit complete sets of Contract Documents obtained from Camelot Print and Copy Center Bid Department for various fees, with electronic downloads available for $10, CDs for $15, and printed copies for $49, plus shipping costs.
The bid security required is five percent (5%) of the proposed Contract Sum in the form of a certified check or bid bond. Field order allowances are specified for each contract: $1,250,000 for General Construction, $25,000 for Fire Protection, $115,000 for Plumbing, $400,000 for Mechanical, $60,000 for Controls, and $450,000 for Electrical. The college established an overall Minority and Women-Owned Business Enterprises (MWBE) participation goal of 10 percent, with 5 percent for Minority-Owned Business Enterprises and 5 percent for Women-Owned Business Enterprises. The contract is funded through an EDA Award (Number ED23PHI0G0159) and governed by New York State public bidding laws and prevailing wage requirements for Rensselaer County. Performance and Payment Bonds equal to the contract price are required from successful bidders. The project uses AIA standard contract documents including AIA A132-2019 (Standard Form of Agreement), AIA A232-2019 (General Conditions), and AIA A312-2010 (Performance and Payment Bonds), with Turner Construction Company designated as the Construction Manager and JMZ Architects and Planners, P.C. as the Architect. All questions regarding the contract documents were to be submitted through HVCC's Bonfire Interactive Platform no later than seven days prior to the bid date, with addenda issued at the discretion of the Architect and Construction Manager.
