About this file

This is a proposal evaluation score sheet for a Request for Proposals (RFP) issued by the Utah Department of Transportation (UDOT) Procurement Services for Regional Welding and Fabrication Services under Solicitation #UDOT270026MP. The RFP anticipates multiple contract awards to qualified firms capable of meeting UDOT standards and specifications for welding and fabrication services. The evaluation process is structured in three stages, with specific mandatory minimum requirements that applicants must satisfy before proceeding to technical evaluation.

The evaluation framework allocates 600 total possible points across three stages: Stage 1 requires firms to demonstrate a current business license, five years of experience, and claims of nonperformance to qualify as responsive; Stage 2 provides 500 technical evaluation points based on experience and facility information (300 points), qualifications and expertise of personnel (100 points), scheduling process (75 points), and references (25 points), with a mandatory minimum score of 300 points (60%) required to advance; Stage 3 allocates 100 points for cost proposal evaluation, with the lowest bidder receiving maximum cost points and other bidders receiving proportional points based on their cost ratio to the lowest bid, with bidders exceeding double the lowest cost receiving no points. Scoring uses a 1-5 scale ranging from poor to excellent, and proposals failing to meet mandatory requirements or achieving minimum technical scores are deemed ineligible for further consideration.

TOTAL EVALUATION POINTS (600 POINTS POSSIBLE)

Evaluation of Cost Proposals: The offeror with the lowest total cost will receive the maximum available Cost points. All other offerors will receive points as determined by the ratio* of their cost to the lowest offered cost. Final cost scores will be calculated based on the following:

*Ratio Calculation: Points assigned to each offeror’s Cost Proposal will be based on the Lowest Proposed Cost. The offeror with the Lowest Proposed Cost will receive 100% of the cost points. All other offerors will receive a portion of the total cost points based on what percentage higher their proposed cost is than the Lowest Proposed Cost. An Offeror whose proposed cost is more than double (200%) the Lowest Proposed Cost will receive no points. The formula to compute the points is: Cost Points x (2- (Proposed Cost/ Lowest Proposed Cost)).
