About this file

This Scope of Work document outlines welding and fabrication repair services for the Utah Department of Transportation (UDOT). The services encompass welding, dump body rebuild and installation, tow plow repair, spreader repair and rebuild for various brands, snow plow and wing plow repair, and hydraulic cylinder and snow plow installation. UDOT anticipates making multiple contract awards from this Request for Proposals. Bidders must possess a minimum of five years of experience providing the required services and should identify any areas within the scope for which they are not qualified. UDOT reserves the right to inspect contractor facilities prior to award to verify adequate parts inventory and service capability. Delivery and pickup of equipment will be provided by UDOT unless otherwise agreed upon. The contract will require vendors to submit itemized, written estimates for labor and materials at no charge prior to beginning repairs, and to provide purchase order acknowledgments and packing lists upon delivery.

Pricing shall be considered firm for the first twelve months of the contract, with no changes to shop labor rates during this initial period. All parts quotes must be based on a percentage discount from manufacturer pricing, with the discount percentage remaining constant throughout all renewal terms. Any price adjustments for services may only occur at the contract anniversary date and must be justified by documented increases in operating expenses, with written requests submitted at least thirty days prior to the effective date and subject to UDOT procurement manager approval. Contractors must immediately pass on any price reductions or higher discounts offered by manufacturers to UDOT. Vendors must honor a minimum twelve-month parts guarantee and a minimum six-month labor guarantee beginning when equipment is returned to UDOT. UDOT does not guarantee any minimum purchase quantity under this contract, and historical usage may not be representative of future needs.
