Proposers must demonstrate a minimum of five years of experience providing OMS coding and billing services and must obtain TX-RAMP Level II Certification from the Texas Department of Information Resources prior to contract execution. The contract includes transition plan requirements, with the awarded proposer agreeing to continue services for up to four months following expiration or termination to facilitate transition to a new contractor or in-house operations.
The RFP specifies that proposals will be evaluated based on cost (30 points), reputation (15 points), quality of services (20 points), extent to which services meet university needs (20 points), past relationship with UTHSA (10 points), and exceptions to terms and conditions (5 points). Pricing must be submitted on a detailed quotation basis. Current operational data indicates approximately 1,234 OMS encounters monthly with 450 surgical cases, 235 billable evaluation and management services monthly, and five faculty providers across one department and one clinic. FY2024 collections totaled approximately $5.27 million in net receipts across $15.71 million in gross charges, while FY2025 collections reached approximately $4.34 million on $14.92 million in gross charges. Services include claim scrubbing and submission, denial research and appeals, payment posting, statement mailing, collections coordination, monthly reporting, and monthly meetings with UTHSA staff. The contractor must maintain 99.99% uptime if providing managed software-as-a-service, achieve over 97% net collections rates, maintain accounts receivable over 90 days at 20% or less, and follow up on 95% of claims monthly. Integration with EPIC EHR and Axium systems is required. A Historically Underutilized Businesses (HUB) Subcontracting Plan and Business Associate Agreement are mandatory components of the proposal.

The University of Texas Health Science Center at San Antonio — also called UT Health San Antonio (UTHSA) — has a mission to make lives better through excellence in education, research, health care and community engagement. As the largest academic research institution in South Texas, reflected by an annual research portfolio of approximately $413 million, the university is designated as a Hispanic-Serving Institution by the U.S. Department of Education.
UT Health San Antonio’s professional schools of medicine, nursing, dentistry, health professions, graduate biomedical sciences and public health have graduated more than 43,886 alumni who are leading change, advancing their fields and renewing hope for patients and their families throughout South Texas and the world.
One of 14 UT System institutions, UT Health San Antonio has launched the newest of its six schools, the UT School of Public Health San Antonio. Now enrolling students into its Master of Public Health program, this school’s primary focus will be preparing its graduate students for developing and enacting public health policy that serves, specifically, the communities of South Texas.
Another significant reflection of UT Health San Antonio's phenomenal growth is its $472 million UT Health San Antonio Multispecialty and Research Hospital, which opened in December 2024.
The hospital will deliver specialty surgeries and advanced cancer care while focusing on enhancing access to advanced medical care, specialized oncology services and clinical trials for patients throughout South Texas.
For three years in a row, UT Health San Antonio has made Forbes' list of Best-in-State health services employers, and its schools of medicine, nursing and health professions rank in the nation’s top 50 by U.S. News & World Report.
The university employs a diverse workforce of more than 8,500; administers an annual operating budget of $1.46 billion; and stewards’ clinical practices in medicine, cancer, dentistry, nursing and other health professions that provide more than 2.6 million patient visits each year. It is a primary driver of San Antonio’s $44.1 billion health care and biosciences sector. UT Health San Antonio plans to add more than 1,500 higher-wage jobs over the next five years to serve San Antonio, Bexar County and South Texas.

REQUEST FOR PROPOSAL
1.2 Background and Special Circumstances
The overall objective of this RFP is to solicit proposals form qualified and reputable Proposers to provide revenue cycle services for the Oral Maxillofacial Services (OMS). The revenue cycle operations involved in this clinic span BOTH Medical and Dental coding/billings/collections. While OMS is confident in its abilities to maintain revenue cycle operations around the Dental claims – other clinics throughout the University are finding that it does not have the bandwidth (or expertise) to maximize its workflows around the Medical Claims. For this reason, OSP is looking at opportunities to outsource the revenue cycle operations related to the OMS department, which will include both the Medical and Dental based claims.
No Guarantee of Volume. UTHSA does not solicit or guarantee any specific amount of compensation, volume, minimum, or maximum amount of Services under this RFP or any contract or agreement resulting from this RFP.
1.3 Objective of Request for Proposal
The University is soliciting proposals in response to this Request for Proposal RFP 745-26-P14, from qualified proposers to provide operational guidance services (the “Services”) for OMS Coding and Billing Services are more defined in Section 5 (Scope of Work) of this RFP.
1.4 Group Purchase Authority
Texas law authorizes institutions of higher education (defined by §61.003, Education Code) to use the group purchasing procurement method (ref. §§51.9335, 73.115, and 74.008, Education Code). Additional Texas institutions of higher education may therefore elect to enter into a contract with the successful Proposer under this RFP. In particular, Proposer should note that University is part of The University of Texas System (UT System), which is comprised of fourteen institutions described at http://www.utsystem.edu/institutions. UT System institutions routinely evaluate whether a contract resulting from a procurement conducted by one of the institutions might be suitable for use by another, and if so, this RFP could give rise to additional purchase volumes. As a result, in submitting its proposal, Proposer should consider proposing a pricing model and other commercial terms that take into account the higher volumes and other expanded opportunities that could result from the eventual inclusion of other institutions in the purchase contemplated by this RFP. Any purchases made by other institutions based on this RFP will be the sole responsibility of those institutions.
1.5 Transition Plan
As a government entity, UTHSA is obligated by statute to re-solicit, or to leverage eligible Group Purchasing Organization contracts, to continue this service upon expiration or termination of this agreement. Awarded Proposer agrees that if the Signed Agreement expires or is terminated for any reason, then, at University’s option, Awarded Proposer will continue to perform the OMS CODING AND BILLING SERVICES in accordance with the terms and conditions of the Signed Agreement until University contracts with a new qualified and experienced contractor(s) to perform the OMS CODING AND BILLING SERVICES or is able to perform the OMS CODING AND BILLING SERVICES in-house; provided, that, Awarded Proposer will not be required to continue performing the OMS CODING AND BILLING SERVICES for more than four (4) months after expiration or termination of the Signed Agreement.
Awarded Proposer agrees to cooperate with, and assist, University’s efforts to transition to another contractor(s) or to perform the OMS CODING AND BILLING SERVICES in-house.

2.5 Historically Underutilized Businesses
2.5.1 All agencies of the State of Texas are required to make a good faith effort to assist historically underutilized businesses (HUBs) in receiving contract awards. The goal of the HUB program is to promote full and equal business opportunity for all businesses in contracting with state agencies. Pursuant to the HUB program, if under the terms of any agreement or contractual arrangement resulting from this RFP, Contractor subcontracts any Work, then Contractor must make a good faith effort to utilize HUBs certified by the Procurement and Support Services Division of the Texas Comptroller of Public Accounts.
Proposals that fail to comply with the requirements contained in this Section 2.5 will constitute a material failure to comply with advertised specifications and will be rejected by University as non-responsive. Additionally, compliance with good faith effort guidelines is a condition precedent to awarding any agreement or contractual arrangement resulting from this RFP. Proposer acknowledges that, if selected by University, its obligation to make a good faith effort to utilize HUBs when subcontracting any Work will continue throughout the term of all agreements and contractual arrangements resulting from this RFP. Furthermore, any subcontracting of Work by the Proposer is subject to review by University to ensure compliance with the HUB program.
