About this file
This document summarizes changes made in Amendment 0001 to solicitation number 89303319REM000052, a request for proposal issued by the U.S. Department of Energy Office of Environmental Management for nationwide deactivation, decommissioning, and removal services. Key changes include increasing the minimum small business subcontracting requirement from 16% to 45%, clarifying performance periods and contract line item structures, revising waste disposal and characterization requirements, and allowing offerors to propose alternate delivery due dates for certain non-programmatic documents. Eligible offerors are invited to provide services including demolition, waste handling and disposal, and site remediation and stabilization for the Lawrence Livermore National Laboratory Building 251 decommissioning project. The solicitation seeks a single indefinite-delivery/indefinite-quantity contract with both fixed price and cost reimbursement task orders, and evaluations will consider technical approach, management approach, past performance and price.

(ii) For proposal preparation purposes, a full time equivalent
(FTE) is defined as 1,800 hours/year and shall be used in the computation of FTE. The 1,800 hours /year is based on
2,080 annual hours less 280 hours for vacation, sick, holiday and site specific training.

Section L.14(o) (o) Waste Support Services - The Offerors shall use the waste quantities and disposal path allocations identified in the table below to provide a separate Waste Summary Table identifying quantities by waste type in cubic yards by fiscal year and in total consistent with the Offeror’s technical approach. The offeror shall use the format shown in Section L, Attachment L-6 to provide a separate summary table of waste quantities by waste type in cubic yards by Contract Period and in total by PWS in accordance with the offeror’s technical approach. The quantities provided in the table below are based on “In-Place” quantities and the total proposed quantities may be different based upon the proposed technical approach. The Basis of Estimate (BOE) associated with information provided in the Offeror’s Waste Summary Table shall be fully explained and shall provide the necessary documentation reconciling the Offeror’s technical approach to the waste quantities being treated and dispositioned for each waste type (i.e., the input and output waste quantities [based on the Offeror’s technical approach] shall be described). This shall include an explanation of the derivation of quantities by waste type.
The Offeror shall provide the same information as stated above, if its technical approach results in secondary waste being generated.
Secondary waste shall be segregated, and identified within the waste quantity table by the Offeror. The Offeror will be responsible for the treatment and disposal of all secondary waste generated and the costs shall be included as part of the Offerors total estimated cost.
Offerors shall provide a table detailing by Contract Period and in total where generated waste is being dispositioned by location.
However, the Offeror shall provide the waste quantities and disposal fees/cost associated with disposing waste at NNSS based on its technical approach even though it will be excluded from its total estimated cost. Additionally, the total estimated cost shall exclude costs associated with disposal at NNSS fees since these costs are handled as an interagency transfer of funds between DOE locations.
The disposal rate to be applied for NNSS disposal is $30.22. In addition to the NNSS, DOE has two low-level radioactive and mixed low-level radioactive waste disposal ID/IQ Contracts with

Subcontracted Work
The Contractor shall subcontract (in accordance with the definition at
FAR Subpart 44.1) at least 16 percent of the value of the Task Order to small businesses. The Contractor’s subcontracted work shall be in compliance with the approved Section J, Attachment J-5 entitled, Master
