Section 01 27 00 ‐ Definition of Contract Line Items page 19 states that Line Item 28 is paid by the TON.
The Contract Price Schedule has this item paid by the CY. Please clarify.
This item will be paid on a per ton basis. The revised Contract Price Schedule is enclosed and shall be used for bid submissions.
Sheet 25 of 40 calls out the pile tip of the HP16x183 to be ‐54.91.
Sheet 26 of 40 calls for the pile tip to be ‐54.16.
Sheet 36 of 40 calls for the pile tip to be ‐57.
Please clarify.
All steel H‐piles shall be driven to a tip elevation of ‐57.0. The revised Contract Price Schedule (referenced in response to Item 1 above) has been revised to include 535 LF of Steel H‐piles.
Could you please clarify which areas, if any, within this project limit of work are considered archeologically sensitive and will require monitoring during ground disturbance?
Based on the findings of an archaeological review conducted completed in December 2022, there are no areas within the project's limits of disturbance that will require archaeological monitoring. The relevant findings from the assessment is copied below.
Specification section 01 40 00 para 1.7.B.1 and 1.7.B.2 conflict with one another. Please clarify if the CQC Supervisor may also perform other duties (such as Superintendent) or if CQC Supervisor must be a dedicated role and shall be assigned no other duties.

This sheet has been previously provided in an updated copy of the drawing set provided to bidders.
Please refer to specification section 01 57 13 para 1.4.B. An extensive Draft SWPP has been included in Exhibit A of the contract documents. Please confirm the contractor is authorized to use this SWPPP and a working file will be provided for updates and revisions for purposes of filing the eNOI, etc.
The Contractor is authorized to use this SWPPP and a working file (MS Word format) will be provided for the Contractor's use to update/revise the SWPPP and associated relevant documents for purposes of filing the eNOI, etc. This MS Word file will be provided to the Contractor following Notice of Award.
Please confirm for purposes of bidding that all environmental permits are in place with the exception of the NPDES.
For purposes of bidding, bidders shall assume all environmental permits are in place with the exception of the NPDES. The Contractor shall comply with all provisions of permits/authorizations issued to date, and of the NPDES SWPPP to be prepared and submitted by the Contractor.

Please confirm there will be no changes to current tidal flows or Mean High Water levels as a result of the related downstream construction project prior to the completion of this project.
For purposes of bidding, bidders may assume that there will be no changes to current tidal flows or Mean High Water levels as a result of the construction project at the Chequessett Neck Road crossing of the Herring River prior to the completion of this project.
Bidders are advised that tidal conditions and water levels will vary throughout the duration of the contract due to many other factors and shall design and implement monitoring/control provisions that are capable of readily adapting to naturally changing water levels and tidal conditions.
Phasing plan indicates channel dredging to occur in phase 4 (A&B). However dredge sediment is required to install sediment‐fill stone armor scour protection in phases 2 and 3. Price schedule indicates 400 CY of Tidal Channel Dredging ‐Beneficial Reuse. Please advise if dredging must occur prior to Phases 2 and 3.
The phasing plan was provided as a general guidance for the Contractor's review in developing/implementing its own sequence of construction for review and acceptance by the Contracting Officer. The Contractor's proposed sequence of construction shall facilitate the Contractor's selected means and methods in completing the work, shall comply with all regulatory/permitting requirements, and shall comply with all other contract requirements including, but not limited to, the contract price and schedule.
CLINs 5,14, 25, 26 require soils testing in accordance with the Sediment Management Framework provided in Exhibit B prior to re‐use and/or off‐site disposal.
A. Paragraph 5 of this framework indicates all Class 1 SMUs have already been pre‐characterized. Is that pre‐characterization data available?
B. Will testing still be required if pre‐characterization has been completed?
C. Who is responsible for the Due Diligence Study?
D. There is a decision framework that will affect the type of re‐use and/or disposal. Without this information prior to bid, how will the contractor be able to determine quantities of re‐use/ disposal and subsequent import depending on what decision is made for the use of each soil.
E. There is not a line item for contaminated soil disposal. If soil is determined to be contaminated and requires offsite disposal, how will the contractor be paid? It is impossible to determine disposal costs without an anticipated quantity and/or analytical data to determine a suitable disposal site.
Responses to respective questions are provided below.
A. Pre‐characterization has not been completed on all materials within the project limits.
B. As noted in the response to Item 11.A above, pre‐characterization has not been completed.
C. The Contractor is not required to complete a Due Dilligence Study; the Due Diligence Study will be completed by NPS or other members of the Herring River Technical Team.
D. For purposes of bidding, the Contractor shall assume the revised quantities stated in the Construction Price Schedule for Tidal Channel Dredging ‐ Off‐Site Disposal (CLIN 25) and Tidal Channel Dredging ‐ Beneficial Reuse (CLIN 26). The volume stated for beneficial reuse may be reused on the site for material(s) meeting relevant specification requirements for respective potential uses, or alternatively transported/stockpiled by the Contractor at the Pole Dike Road staging area for future beneficial reuse by others. The volume stated for off‐site disposal shall be transported/disposed at a licensed disposal facility. Volumes of soils generated under CLINs 5 and 14 may be assumed to be suitable for beneficial reuse (reuse on site where relevant specification requirements are met, or stockpiled at Pole Dike Road), subject to test results required in the contract documents.
E. For purposes of bidding, the Contractor shall assume that on‐site soils (i.e., not dredged sediment) is not contaminated and does not require off‐site disposal.
We respectfully request additional time to submit questions. The deadline for proposals was extended to July 31, which pushed back the deadline for questions. NPS does not anticipate extending the solicitation period.
It looks like there is a blank page within the drawings. It should be sheet 30 of 40, CD‐502. Would you be able to update the drawings on SAM or include that drawing as an amendment?

For technical Factor 5, can CPARS be provided in lieu of PPQ’s? Yes a CPARS assessment could be submitted in lieu of PPQs; however, the PPQ's ask for different information than is typically found in a CPARS assessment. Therefore, it is possible that an offeror who submits CPARS assessments could be rated less favorably, since some information that is requested via the PPQ was not provided as part of a CPARS assessment.
Since this is a unique project that companies strictly working for federal agencies don’t often perform can we submit PEQ’s for projects completed more than 7 years ago?
NPS will accept Project Experience Questionnaires for project completed within the last 10 years, instead of 7 years due to the unique nature of this project.
