MCASS Overview

This is the virtual Preproposal Conference for the Multi Center Administrative Support Services IDIQ

Single Award Indefinite Delivery/ Indefinite Quantity (IDIQ) with Firm-Fixed-Price (FFP) Task Orders.

1.3 SCOPE OF WORK: Provide all resources necessary to perform the requirements set forth in the Performance Work Statement incorporated in Section 4 as Attachment 4.1 – Performance Work Statement.

1.4) PLACE OF PERFORMANCE – SERVICES: The Contractor shall perform the work under this contract at the Government’s site, defined as NASA’s Space Flight Region which includes:

• Stennis Space Center (SSC);

• Johnson Space Center (JSC)

• Sonny Carter Training Facility and Ellington Field));

• White Sands Test Facility located in Las Cruces, New Mexico;

• Kennedy Space Center (KSC);

• Marshall Space Flight Center (MSFC),

• Michoud Assembly Facility (MAF).

The Contractor may be required to perform services at other NASA operating locations or alternate work locations not currently specified including locations outside of NASA’s Space Flight Region. In the event services are required at other NASA operating locations or alternate work locations the Government and the Contractor shall negotiate the FBR (Fully Burdened Rate) for the location.

1.5) ORDERING PERIOD: The ordering period for this contract is April 1, 2025, to March 31, 2030.

MCASS Overview - Contract Type

Single Award Indefinite Delivery/ Indefinite Quantity (IDIQ) with Firm-Fixed-Price (FFP) Task Orders.

Task Orders will be priced using the established prices in Section 1.7, Attachment 4.15 Fully Burdened Rates IDIQ Pricing Table.

Task Orders will be issued individually by the SSC , MSFC, JSC, and KSC Office of Procurement.

Not To Exceed Contract Amount – $200,000,000.

All task orders are subject to the terms and conditions of the MCASS contract. In the event of conflict between a delivery order or task order and the contract, the contract shall control.

MCASS Overview - Evaluation Factors For Award

Price Performance Trade-off (PPTO) Evaluation and Award

Basis for Contract Award. This competitive best value source selection will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, FAR Subpart 15.1, and NASA FAR Supplement 1815.305. Award will be made to the Offeror who is deemed responsible in accordance with FAR Part 9; whose proposal conforms to the solicitation’s requirements, and is determined, by an integrated assessment of the evaluation criteria to represent the Best Value to the Government, consistent with Price Performance Trade-Off (PPTO) procedures. The following factors shall be used to evaluate offers:

i. Technical Acceptability

ii. Price

iii. Past Performance

Technical acceptability will be assessed on a pass/fail basis. Past Performance is significantly more important than Price.

MCASS Overview - Price Performance Trade-Off (PPTO) Evaluation Methodology

Step 1: Technical Acceptability. Initially, the Government will evaluate all proposals for technical acceptability. If an offer receives an “Unacceptable” rating, that Offeror will no longer be considered for award.

Step 2: Price/Past Performance. Next, the Government will rank the technically acceptable proposals by price from lowest to highest. Next, the Government will evaluate price fairness and reasonableness of the three lowest priced, technically “Acceptable” proposals. Next, the government will evaluate these three lowest priced, technically “Acceptable” Offerors’ past performance. If the first three Offerors are assigned a confidence rating of “Very High Level of Confidence,” the evaluation will be complete, and the Source Selection Authority (SSA) proceeds with an integrated best value assessment of all evaluated offers. Award shall be made to the Offeror that represents the best value for the Government and the evaluation process is complete without further consideration of any other offers. The remaining Offerors’ past performance proposals will not be evaluated.

MCASS Overview - Price Performance Trade-Off (PPTO) Evaluation Methodology “Cont.”

If all three of the lowest priced, technically acceptable Offeror’s past performance are not assigned a confidence rating of “Very High Level of Confidence,” the Government will then evaluate the next lowest priced, technically acceptable Offeror’s price for fairness and reasonableness and past performance. The Government will continue evaluating the next lowest priced, technically acceptable Offeror’s price for fairness and reasonableness and past performance until three Offerors are assigned a confidence rating of “Very High Level of Confidence”. At that point, the evaluation is complete, and the SSA proceeds with an integrated best value assessment of all evaluated offers.

Award shall be made to the Offeror that represents the best value for the Government and the evaluation process is r consideration of any other offers. The remaining Offerors’ past performance proposals will not be evaluated.

If , after all offers have been evaluated, three Offerors are not assigned a confidence rating of "Very High Level of Confidence" the SSA proceeds with an integrated best value assessment of all offers. Award shall be made to the Offeror that represents the best value for the Government and the evaluation process is complete.

The Government reserves the right to award a contract to a higher priced Offeror if a lower priced Offeror has a lower or equal performance confidence rating.

MCASS Overview - Proposal Content

MCASS Proposal checklist has been created as a tool to aid in your proposal preparation (Available on SAM.gov).

The offeror’s proposal shall include the following documents and information as specified in the Request for Proposal (RFP):

SF1449 with completed blocks 17a, 30a, b, and c.

RFP Sections 1, 2, 2A, 3, 4, and 7 (RFP Sections 1.5, 2.A.6, 2.A.10, 5.2, and 7 has fill-ins) RFP Section 5.15.2(a) – cover letter RFP Section 5.15.2(h) – all amendments (signed) All documents and information required by RFP Section 5.15.3.1 Volume I

Phase-in Plan and Management Plan which includes Staffing, Quality and Training Plans All documents and information required by RFP Section 5.15.3.2 Volume II

It is the offeror’s responsibility to read the entire RFP and submit all documents and information specified in the RFP. Note: Pay close attention to page limitations, font size, etc.

MCASS Overview - Model Contract

Offeror’s Model Contract (Volume IV) shall include the following documents and information as specified in the Request for Proposal (RFP):

SF1449 with completed blocks 17a, 30a, 30b, and 30c RFP Sections:1, 2, 2A, 3, 4, and 7 (Sections 1.5, 2.A.6, 2.A.10, 5.2, and 7 has fill-ins)

NOTE: The Table of contents and all FAR and NFS Provisions will be removed prior to contract award.

MCASS Overview - Proposal Submission

Offerors shall submit only electronic versions of their proposal via NASA’s Enterprise File Sharing and Sync Box (EFSS Box). Reference RFP Section 5.9.

The offeror shall submit its proposal via NASA’s Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform. Electronic submissions shall not contain hidden formulas, tables, be locked, be protected, or contain links to data not included in the electronic copy. All electronic submissions should be searchable and should not contain scanned documents, except those documents that must be provided in their native format (e.g., signature pages, prior award fee letters for past performance, DCAA/DCMA approval letters, as applicable). The offeror shall ensure documents are free from viruses and malware, as documents determined by NASA to contain a virus or malware will not be opened or evaluated.

Subcontractors may submit their required proposal information separately using the instructions in this provision. The offeror shall ensure subcontractor submissions are made no later than the date and time specified for proposal submission and comply with all solicitation instructions.

Electronic file names shall be limited to letters, numbers, and single spaces, with the exception of the period that is required before the file extension (e.g., .pdf), in order to successfully upload and download files from the EFSS Box system. The offeror shall not use special characters “/” or “\” in file names. The offeror shall clearly label the contents of the file and include the name of the offeror in the file name. Examples of acceptable file names are as follows (not specific to this solicitation):

Individual files cannot exceed 150GB per file. Unless specifically authorized by the solicitation instructions, alternate proposal submissions shall not be submitted.

Immediately after all files have been uploaded and the proposal has been submitted in its entirety, the offeror shall notify Rachel Clayton at the following email address: Rachel.clayton@nasa.gov with a listing of all documents that were submitted via EFSS Box. The offeror shall courtesy copy (cc) Johnny Hisaw at johnny.m.hisaw@nasa.gov on this communication. If any problems are experienced with the EFSS Box system (e.g., login, file transfer), please contact Rachel Clayton and a cc copy to Johnny Hisaw via e-mail as soon as possible.

MCASS Overview - Proposal Submission (Cont.)

The offeror is responsible for ensuring its proposal reaches the Government office designated in the solicitation by the date and time specified in the solicitation. The Government is not responsible for any failure attributable to the transmission or receipt of documents submitted using electronic means, including the missing of any submission requirements and established deadlines. Please note that uploading documents via EFSS Box and the transmission of the files from the offeror to the Government may not be instantaneous. To ensure timely delivery, the offeror is encouraged to submit its proposal at least 24 hours prior to the due date specified in the solicitation. The electronic submission of the proposal shall contain all information required by the solicitation to be determined responsive. Offerors are responsible for familiarizing themselves with any additional technical requirements specific to using EFSS Box that may not be enumerated within this solicitation, including but not limited to any information available through Box Support (https://support.box.com/hc/en-us).

Proposals must be received by the Contracting Officer No Later than August 15, 2024, 1:00pm. CST. All proposals must be submitted via EFSS Box system. LFT emails containing offeror’s proposal shall contain the subject: “MCASS RFP 80SSC024R0001: Proposal/(Offeror’s CAGE Code)”. Late proposals will be administered in accordance with FAR 52.215-1, “Instructions to Offerors – Competitive Acquisition.” Offerors shall provide the above proposal submission and LFT guidance to their major subcontractors.

• The PWS, Attachment 4.1, is composed of 19 sections and describes the products and services to be provided by the Contractor to NASA at the Government’s site, defined as the Stennis Space Center (SSC), Johnson Space Center (JSC), including Government-maintained facilities in the immediate JSC area (the Sonny Cater Training Facility and Ellington Field), the White Sands Test Facility (WSTF) located in Las Cruces, New Mexico, Kennedy Space Center (KSC) and Marshall Space Flight Center (MSFC) and other NASA operating location or other alternate work spaces that may be determined subsequent to contract award.

MCASS Overview - Government Furnished Property & Services

In accordance with NFS 1852.245-71, Installation Accountable Government Property, NASA anticipates providing:

Office space, work area space, and utilities. Government telephones are available for official purposes only.

Office furniture Property listed in Section 4, Attachment 4.13 Installation Accountable Government Property Publications and blank forms stocked by the installation Safety and fire protection for contractor personnel and facilities Installation service facilities: (See Attachment 4.21 KSC Government Furnished Services (GFS)) Medical treatment of a first aid nature for Contractor personnel injuries or illnesses sustained during on-site duty.

For reference, KSC has

7.8 million square feet of building area.
