Amendment 0002

I. The purpose of this amendment is to:

a. Provide responses to questions received by the Government from industry in response to the subject RFP posted to SAM.gov on July 15, 2024. (See attached excel spreadsheet titled MCASS RFP Q&A 0002); and

b. Make changes to the Solicitation resulting from the questions received and the Government’s response to those questions.

II. As a result, the following changes have been to the MCASS RFP:

a. The MCASS Proposal Checklist has been revised to remove the following three lines/requirements: EEO Survey, VETS 4212 and 8(a) Joint Ventures (JV).

Attachment “0_MCASS Proposal Checklist, 0001” is replaced in its entirety with “0_MCASS Proposal Checklist, 0002.”

b. Attachment “3_80SSC024R0001-0001_RFP_Model Contract” is replaced in its entirety with “3_80SSC024R0001-0002_RFP_Model Contract,” and the following sections of the Model Contract have been revised:

i. 2.A.4) 52.216-22 Indefinite Quantity (OCT 1995) (d), is changed

FROM:

Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor’s and Government’s rights and obligations with respect to that order to the same extent as if the order were completed during the contract’s effective period provided that the Contractor shall not be required to make any deliveries under this contract after March 31, 2030.

TO:

(d) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor’s and Government’s rights and obligations with respect to that order to the same extent as if the order were completed during the contract’s effective period provided that the Contractor shall not be required to make any deliveries under this contract after March 31, 2031

Additionally, the management plan shall specifically address the following subsets:

Offerors shall provide a management plan that identifies their approach to managing multiple, geographically disbursed locations, including those outside of NASA’s Space Flight Region. The management plan shall identify strategies and goals for effective and efficient management of PWS requirements in a highly technical, challenging, and dynamic professional multitasking environment. Offerors shall provide a proposed organizational structure including an organization chart identifying roles of all organizational elements and reporting relationships including Offeror’s management interface(s) with NASA. Acceptable management plans shall include an onsite management presence at the following sites:

Johnson Space Center, Kennedy Space Center and Marshall Space Flight Center. However, the location of the PMO office is a strategy to be proposed by each offeror.

v. 5.15.3.2(a) is changed

a) Cover Letter: Offerors shall submit a two (2) page cover letter identifying each of the five references provided in the Past Performance Matrix, to include any highlights or information to help determine relevance and pertinence. Offerors shall provide their rationale for stating that the past performance provided is comparable with this requirement. In addition, Offerors should explain any technical or managerial performance issues experienced and methods to resolve said issues. Past Performance provided for other than the prime should be limited to the scope for which the entity will be performing on this project.

c. Attachment “4_80SSC024R0001-0001 MCASS Section 4 Attachments” is replaced in its entirety with “4_80SSC024R0001-0002 MCASS Section 4 Attachments,” and the following Section 4 Attachments from within have been revised as follows:

i. Attachment 4.1 PWS, Paragraph 17.1.5, first paragraph is changed

FROM:

When filling new requirements or backfilling requirements, the contractor shall furnish candidate lists, with résumés attached. The list and associated résumés shall be furnished to the customer, Technical Monitor Representative (TMR), and the COR team for review. The candidate list shall highlight each candidates’ experience in the requisite areas. The Contractor’s format and content is subject to approval by the CO or the COR. The COR will provide the PMO an order of preference for the candidates listed prior to the PMO making its selection. Once the candidate list is provided, the clock will stop on the number of days for filling the requirement and will resume once the COR provides the PMO the order of preference.

TO:

ii. Attachment 4.2, Performance Requirements summary has been revised correct the surveillance methods of both PWS 13 and PWS 14.

iii. Attachment 4.4, DRD 012, KSC Bimonthly Activity Report for KSC has been updated to reflect the Initial Submission and Submission Frequency.

The Initial Submission is due within 3 weeks of Contract Start and the Submission Frequency is changed to read 7 days after mid-month and 7 days after month end.
