About this file
The document is a Past Performance Questionnaire (PPQ) Attachment to a Request for Proposal (RFP) issued by NASA's Stennis Space Center (SSC) for the Multi-Center Administrative Support Services (MCASS) contract. The RFP is for a 5-year, single-award, Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract with Cost Reimbursable (CR) Other Direct Costs (ODCs). This is a competitive 8(a) set-aside with a NAICS code of 561110 and $12.5M size standard. The PPQ requests past performance information from references regarding a contractor's performance on a prior or current contract. Respondents are asked to provide details on the contractor's performance, ability to identify and mitigate risks, and willingness to hire the firm again. The PPQ must be submitted by August 27, 2024. The RFP also includes a Consent Letter for subcontractors/teaming partners to allow the Government to share their past performance information with the prime contractor, as well as an Excel Pricing Model (EPM) workbook for offerors to complete.

RELEASE OF PAST AND PRESENT PERFORMANCE INFORMATION TO
THE PRIME CONTRACTOR
Past performance information concerning subcontractors and teaming partners cannot be disclosed to a private party without the subcontractor’s or teaming partner’s consent. Because a prime contractor is a private party, the Government will need that consent before disclosing subcontractor/teaming partner past and present performance information to the prime during exchanges. In an effort to assist the Government in assessing your past performance relevancy and confidence, we request that the following consent form be completed by the major subcontractors/teaming partners identified in your proposal. The completed consent forms should be submitted as part of your Past Performance Volume (or Proposal).
(Note: Section 5 should specify if past performance is to be submitted as a separate proposal volume.)
