1 Model Contracty
5-16 5.15.3.2 c)2 • Relevant/pertinent size is defined as past performance having a similar number of WYEs performing at several geographically separated locations and having a contractual value similar to that of this solicitation.
• Relevant/pertinent scope is defined as administrative services. Providing past administrative services experience that includes administrative services for executive level personnel, travel coordination, and safeguarding of sensitive information will receive additional consideration.
• Relevant/pertinent complexity is defined as administrative services having a similar number of WYEs performing at multiple geographically separated locations having diverse cultures and missions, along with a continuous employee-training program. Providing experience that includes services at multiple geographic locations under a single contract and a continuous employee-training program will receive additional consideration.
The MCASS past performance size requirement change from a minimum value of $4M to "similar to this project" (i.e., $20M/year) significantly narrows the pool of eligible small businesses. We request NASA to reconsider reverting to the $4M minimum contract value requirement listed in the draft RFP, aligning with the $12.5M size standard.
After Consideration the Definitions in file “3_80SSC024R0001 MCASS Model Contract, Paragraph 5.15.3.2, Past Performance – Volume II, Paragraph c), 2. have been changed to address concerns.

N/A The GS equivalent is missing for the Administrative Assistant. Per the SCA Directory of Occupations Table of Contents the GS equivalent for the Administrative Assistant is a GS-7. Would the government add the Administrative Assistant to the table on page 112?
The Statement of Equivalent Rates Table has been updated adding the GS equivalent for the Administrative Assistant, as well as updating the GS equivalent Levels for administrative Assistants I, II, and III.

7. The Administrative Assistant I is currently listed as the same as a Secretary II.
In light of the tasks/work those LCATS perform, would the government reassess the GS equivalent levels for the Admin Assistants I, II, and III?

4 N/A N/A N/A N/A As per the requirement the NAICS Code 561110 the business size standard is provided as $12.5M. To be part of small business on this particular NAICS Code will the government look at the revenue generated on 561110 NAICS Code or the Company revenue.
