SUBJECT: Request for Proposal (RFP), Solicitation No. 80SSC024R0001, for Multi- Center Administrative Support Services (MCASS)
You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Stennis Space Center’s Multi- Center Administrative Support Services (MCASS) solicitation. The principal purpose of this requirement is to provide secretarial and administrative support to all levels of offices/organizations of NASA’s Space Flight Region (SFR). Organizations will include but are not limited to:
– Program Directorates
– Branch/Office and Division levels
– Flight crews
– Special teams and short-term projects
The required support is comprised of:
– General Office Services
– Data Management Services
– Time and Labor Collection
– Property Coordination
– Move Coordination
– Training Coordination
– Information Services Coordination
– Special Events Coordination
– Project Coordination
NASA will conduct this acquisition as a competitive 8(a) set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 561110 and the small business size standard is $12.5M.
This competitive acquisition will result in a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Cost Reimbursable (CR) Other Direct Costs (ODCs). The contract will have an effective ordering period of five (5) years from the contract effective date.
The anticipated contract award date is December 19, 2024, with a April 1, 2025 contract effective date. The contract will be performed onsite at the following NASA centers: Stennis Space Center, Johnson Space Center (including White Sands Test Facility), Kennedy Space Center and Marshall Space Flight Center (including Michoud Assembly Facility).
Potential offerors should pay close attention to all solicitation instructions; however, the following requirements list is summarized to assist in proposal development. Please note that this list is not exhaustive, and the solicitation terms and conditions and provisions in sections 5 and 6 take precedence:
0. A Phase-in period will be conducted. The Phase-in period is anticipated to be sixty
(60) days and will be issued as a separate Task Order.
1. The Government will make available existing Installation-Accountable Government Property (IAGP) for onsite contract performance as described in the RFP.
2. The MCASS Pre-proposal Conference is anticipated to be held virtually on July 24, 2024. To receive the meeting invitation, vendors shall RSVP to Rachel Clayton at rachel.clayton@nasa.gov and Johnny Hisaw, Contract Specialist, at johnny.m.hisaw@nasa.gov, no later than (NLT) Monday, July 22, 2024. Please provide names of attendees and email address(es) for all expected to attend. The event will not be recorded.
3. NASA has determined that this acquisition may give rise to a potential organizational conflict of interest (OCI). Data Requirements Document (DRD) 001 will require an OCI Plan to be submitted by the winning offeror prior to contact start-up in accordance with NFS clause 1852.237-72 Access to Sensitive Information.
4. NASA Stennis Space Center appreciates the comments received in response to the release of the Draft RFP. These comments resulted in improvements to the quality and content of the overall RFP. Offerors should review the RFP in its entirety, as its content has changed from the Draft RFP version. Additionally, see the DRFP Q&A document located in the RFP attachments at SAM.gov.
5. Be advised, in accordance with provision 5.15.3.2(e), Offerors need to encourage their references to submit their Past Performance Questionnaires directly to the Contracting Officer prior to proposal due date.
6. Below is a list of the Source Selection Authority (SSA) and voting members along with their associated NASA organizational codes, for the Source Evaluation Board (SEB). 8. Offerors are required to have a Commercial and Government Entity (CAGE) code that matches the corporate address submitted with its proposal.
Offerors are encouraged to refer to Federal Acquisition Regulation (FAR) provision 52.212-1, INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS, in particular paragraph (g), which states that the Government intends to evaluate offers and award a contract without discussions with offerors.
In order to control and protect sensitive data owned by the Government and its Contractors, NASA policy required all acquisition-related documents be released in Adobe Portable Document Format (PDF). The only exception are the RFP’s Price Volume exhibits which are in Microsoft Office Excel format.
Documents related to this acquisition, including this letter, the solicitation, attachments, exhibits, any amendments and links to online reference/technical/bidders library will be attainable electronically from the World Wide Web through the Government-wide point of entry website at www.SAM.gov. Potential Offerors are requested to periodically monitor the websites for updates.

This RFP does not commit NASA Stennis Space Center to pay any proposal preparation costs, nor does it obligate NASA Stennis Space Center to procure or contract for these services. This request is not an authorization to proceed and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.
Proposals submitted in response to this solicitation shall be due no later than August 15, 2024, at 1:00PM, CST. Proposals for this solicitation are required to be submitted through NASA’s Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform.
Potential offerors, especially those that have not previously submitted a proposal utilizing NASA’s EFSS Box, are encouraged to review the solicitation instruction entitled “Electronic
Proposal Delivery - Proposal Marking and Delivery Through NASA’s EFSS Box” which provides instructions related to the submission of proposal via EFSS Box. Offerors are encouraged to check with their corporate IT staff to determine if there are firewall restrictions that will need to be addressed prior to the submission of proposal files through NASA’s EFSS Box.
In accordance with NFS 1815.201(f), a “Blackout Notice” has been issued to NASA personnel. All inquiries/communications pertaining to this acquisition shall be directed only to the Contracting Officer listed below.
