Bus services are an ‘as needed’ requirement which varies based upon customer requests, therefore, there are no set pick up and drop off location and times.

Attachment VI, Workload Data has been updated to reflect the number of requests per year of bus services and the type of requested service. Updated information is reflective of historic data of bus service request.

2 How many charters would be needed?

Attachment VI, Workload Data, has been updated to include Charter Bus Services on each FY tab at Cell 76F. Updated information is reflective of historic data of bus service request.

3 The property in the disposal yard, are items located in this area labeled?

Yes, all property when received into disposal is labeled with excess case number, ECN (if applicable), description of property and quantity.

7 Is the contract required to handle facility maintenance or facility safety actions?

Facility maintenance and facility safety actions will be handled by Logistics Management Office (LMO). The contractor is required to comply with standard safety protocols (Federal, State, Agency and Center requirements). The contractor will be responsible to report facility maintenance issues to the NASA LaRC internal LMO Facility Manager where applicable.

8 Attachment 1 Form 7

The Form 7 tab, in item # 5 (Length of Service) requires that a length of service be provided for each labor category used in pricing. This requirement includes service with predecessor contracts performing similar work at the facility.

So that all bidders have a similar basis upon which to develop their bids, please provide an indicative level of seniority for the existing workforce.

The government does not have this type of census information.

9 Draft RFP Q&A #22

The answer to question 22 indicates that the contractor is required to supply their own vehicles to perform the contract.

Please provide an indication of the number of vehicles and type that have previously been used on the contract. This will allow bidders to have a common basis upon which to bid.

The government does not maintain a listing of existing contractor provided vehicles and equipment. Offerors shall review Exhibit A - Performance Work Statement and Attachment VI - Workload Data to determine what vehicles are required to perform services.

10 Draft RFP Q&A #22

The answer to question 22 indicates that the contractor must supply their own vehicles to perform the contract.

Please confirm that these vehicles are not part of the parts and supplies not to exceed the figures provided in Form 1.

Yes, the contractor must provide their own vehicles to perform the contract. The vehicles are not part of the parts and supplies.

Amendment 001/Final

Request for Proposal (RFP)

Cover Letter

Paragraph 5, Paragraph #5 states that offerors need to encourage their references to submit PPQs in a timely fashion. However, the quoted section of M.7(a) makes no mention of this requirement as part of the evaluation criteria.

Furthermore, Section L makes no instruction regarding these PPQs either. However, it does say the government can speak to POCs or review CPARS at their discretion. Could the government please clarify if PPQs are indeed required and revise Sections L and M accordingly? And if so, could the government consider a 2-week extension to accommodate this change in requirements?

Past Performance Questionnaires are not required for completion by the offeror or their references. Offerors are not required to provide a PPQ, but the government may solicit a PPQ from the offerors’ references.

Form 4

Section B.6

Form 4 Lists two base periods, one for CLIN 0001 (starting on row 9) and the other for CLIN 1001 (Starting on Row 20). There is no Option Period 1. The total price for the Base Period CLIN 0001 in Form 4 is the monthly price times 12. However, the RFP Section B.6 specifies that the Base Period is 24 months.

Should the Total price for the Base CLIN 0001 be 24 months, as specified in Section B.6? If not, which document should be modified to address this discrepancy?

Should the Base CLIN 1001 be retitled Option 1 to align with Section B.6 of the RFP? If not, which document should be modified?

Attachment I - Form 4 has been updated to reflect:

a. 24-month base period in cell C9 & C10

(CBA)

Form 7

CBA Articles 7 & 9

In column G (Item 4) there is a single place to enter hourly H&W costs for WD (CBA) by labor categories. The CBA has two rates for medical insurance and pension plans applicable to the 24-month base period.

Which hourly H&W rate should be used for item 4? If only a single rate must be used, how are the bidders to calculate this rate?

The Form 6 - CBA verif. tab has been updated [Base Year (1), Base Year (2), Option Year One, Option Year Two, and Option Year Three breakout]. The CBA medical insurance rates and pension plan rates should be entered on Form 6 – CBA verif.; Columns G through L for H&W cost, and Columns R through U for pension plans cost.

The Form 7 – WD verif. tab is used for Service Contract Act appliable Health & Welfare rates, Column G.

15 Section L L.18(a)(5)

This paragraph states that Executed Section K including information not available in the System for Award Management (SAM) that is specific to this solicitation should be included in Volume III, Business Proposal. If the respondents record in SAM is comprehensive, do we still need to include an executed Section K within the volume? Please clarify what type of information you refer to that would not be available in SAM.

Offerors are required to complete all aspects of Section K as included in the solicitation. If the offerors SAM.gov record includes all aspects required in Section K of the solicitation, additional information is not required. If the offerors SAM.gov record does not include all aspects required in Section K of the solicitation, the offeror is required to provide that additional information to be compliant with the solicitation.

16 Attachment I Form 8

The instructions for this Form 8 indicate that rows 34 thru 55 are to be unhidden to accommodate additional labor categories if proposed. These rows are already unhidden. Please clarify that the intent is for the bidders to add additional rows.

Rows 34 thru 55 have been updated to reflect correctly with Form 8 instructions where rows are to be unhidden by the offeror if additional labor categories are required.

17 Attachment I Form 8

As currently structured the form requires that single IDIQ rates be provided for each priced labor category. If offerors have different rates supplied by the prime and subcontractors, how are bidders to enter a single rate for each labor category for each position.

If the offeror identifies additional labor categories, add a column indicating Prime or Sub for each labor category.

Instructions are provided within Attachment I, Form 8, at row 61 which identify to “Unhide rows 34 thru 55 to accommodate additional labor categories, if proposed.”

18 Attachment I Form 8 Only 7 of the 21 (33%) listed positions are listed for each of the IDIQ categories are contained in the CBA. How are bidders to develop rates for the other positions?

The labor categories included on Form 8 reflect categories previously utilized on task orders issued.

These categories are a mix of Collective Bargaining Agreement and Wage Determination; however, if a category is not included on the CBA or the WD, offerors are required to determine the rate within their proposal.

19 Who is the incumbent? Alutiiq Logistics & Maintenance Services, LLC.

The pricing worksheet is missing instructions, can we be provided an updated copy?

All instructions required in the pricing worksheet are included within the spreadsheet. See foot notes on each worksheet.

30 Is the expectation for the awardees to take over the current task orders? If so, can we be provided the end dates of each task order?

No. New task orders will be issued on an as needed basis following contract award.

We intend to award a Time and Material type subcontract, to confirm, since Time and Materials are not Fixed Price contract, subcontractors are not required to submit a price workbook.
