About this file

This document is an amendment to a statement of work for a federal contract solicitation requesting proposals for the provision of nitrogen and oxygen to multiple NASA facilities.

The amendment revises the statement of work by removing certain facilities from the scope of some contract line items, adding language allowing for alternative methods of measuring product quantities delivered subject to contracting officer approval, and clarifying delivery requirements. The related solicitation requests proposals for a follow-on NASA agency-wide contract to acquire nitrogen and oxygen for centers including Johnson Space Center, Langley Research Center, and Stennis Space Center. Responses are due by the date specified in the solicitation. If awarded, the contract would provide liquid nitrogen and oxygen to NASA locations over its term.

ATTACHMENT 1 – STATEMENT OF WORK 80KSC023R0022

STATEMENT OF WORK

STENNIS SPACE CENTER (SSC) CLIN 14

(x) Product Analysis: The contractor shall perform laboratory analysis for Total Hydrocarbons as Methane in accordance with MIL-PRF-27401H Table I, “Grade Limits for Nitrogen”.

(a) Delivery: Delivery and acceptance of product shall be made Monday through Friday, 6:00 AM to 10:00 PM CST/CDT. However, when required by the Government, the contractor agrees to deliver product 24 hours a day, 7 days a week, including holidays.

(b) NASA Location Access Requirements: All personnel entering NASA locations must be badged for access in accordance with the Personnel Identity Verification (PIV) requirements. Badging requirements and points of contact shall be listed in the delivery order.

(c) Seals: Tankers are to be sealed to prevent tampering; however, a serialized seal is not required.

(d) Quantification of Product Delivered: The contractor shall use certified scales at SSC to determine quantity of product delivered. Quantity delivered shall be annotated on the DD FORM 250 or equivalent commercial document. An alternative method of product measure may be approved if deemed acceptable by the Contracting Officer.

(e) Notice for Delivery: SSC’s Propellant Coordinator shall provide the upcoming weekly-required delivery schedule to the propellant vendor via telephone, followed with a Request for Shipment sent via email to the vendor’s distribution manager and appropriate schedulers. The email shall be sent no later than Close of Business on the Wednesday prior to the scheduled delivery week. This Request for Shipment shall have an acknowledgement request which requests vendor’s capability acknowledgement to meeting the provided schedule. This acknowledgement shall be provided via email from vendor’s distribution manager (or designee) no later than 11:00 am CST/CDT the Friday following the Request for Shipment email.

(f) Waves of Tankers: There are instances when the government requires multiple (two or more) tanker trailers delivered at the same time and then off-loaded simultaneously. A group of tanker trailers scheduled for delivery at the same time is referred to as a “wave” of tankers. In these instances, off-loading the wave of tankers simultaneously through a manifold provides significant benefits to the government. Alternately, there are impacts to the government when delivery times are staggered, and waves are not achieved. When requested, the contractor shall deliver the number of specified tankers for the wave at the same time to the appropriate delivery location at the specified time.

(g) SSC Responsibility during Delivery: SSC personnel must be present and operate SSC equipment during the delivery of liquid nitrogen.
