About this file
This document is a set of Questions and Responses to the Request for Proposal (RFP) for the NASA Agency-wide Acquisition of Nitrogen and Oxygen 4 (NANO 4) contract, Solicitation Number 80KSC023R0022. The key details are:
The RFP is for the procurement of liquid nitrogen (LN2) and liquid oxygen (LOX) to be delivered to various NASA facilities, including the Goddard Space Flight Center, Glenn Research Center, and Neil Armstrong Test Facility. Bidders had the opportunity to visit the sites and ask questions, which are answered in this document. The responses provide information on the tank sizes, pressures, and fill connections at the different locations. Bidders requested NASA provide historical delivery volumes and consider separate pricing for different locations, but NASA declined to do so. NASA also indicated it will not install additional safety equipment like bollards and pressure relief valves, as those are the contractor's responsibility. The RFP remains unchanged despite these requests from potential offerors.

Questions and Responses to Request For Proposal (RFP) and Site Visits
Question # RFP Area Requirement/
Paragraph # Page # Question Government Response
1 There are LOX and LN2 tanks at WSTF. Is it ok to only bid on the LN2 tanks?
Yes

Paragraph # Page # Question Government Response
2 There are three LN2 tanks at the WSTF. 3000 gal, 11,000 gal & 13,000 gal. Since you have three tanks, there should be three answers for each question.
a) Are you delivering gas or liquid off of these tanks?
b) What is the line pressure coming off of these tanks?
c) What are the safeties rated on these tanks?
d) What is the CGA fill connection on these tanks?
a) * 3000 gallon Dewar: liquid
* 11,000 gallon Dewar:
liquid
* 13,000 gallon Dewar:
liquid
b) * 3,000 gallon Dewar - 50 psig max, 40 psig typical
* 11,000 gallon Dewar - 250 psig max, 60-120 psig typical (60 nominal: ullage pressure typically increased before start of transfers to 13,000 gallon Dewar)
* 13,000 gallon Dewar - 250 psig max, 120-160 psig typical
c) All 3 Dewars are 250 psig MAWP with relief valves set at 250 psig with backup rupture disks with 275 psig burst pressure.
d) See Statement of Work, page 28, section (h)

Please kindly confirm if the BLS Specialized Freight Trucking Index named as PCU48424842 is the same index as PCU484---484---
Yes
For MIL-PRF-27401H Type II Grade B – will NASA accept a waiver of Argon limit (20 PPM)
CLINS with MIL-PRF-27401H Type II Grade B do not require argon analysis. No waiver is required.
5 For MIL-PRF-27401H Type II Grade C – will NASA accept a waiver of argon limit 2 PPM.
No waiver will be accepted for CLIN 11 (LaRC).
6 All locations: Due to the short site visit notice, will NASA consider additional future dates/times for site visits at specific locations if requested?
No

7 Goddard Space Flight Center: Building 10 64,000 Gallon Bulk Tank - Needs Data Plate.
1962 "space Ball" first bulk tank built for NASA testing.
This tank was built onsite and is used to fill a 500 Gallon tank (used for high pressure gas system).
Liquid use only.
This tank is missing a National Board number. - Will NASA install Data Plate? The missing National Board Number is not in compliance with
NFPA 55.
Low pressure tank 50 PSI MAWP 30 PSI use.
No, a National Board (NB) data plate cannot be applied. The vessel was manufactured in 1962, before GSFC required vessels to be ASME code-stamped and thus does not have a NB data plate.
8 Goddard Space Flight Center: Building 30
6.000 Gallon Bulk Tank.
Liquid and gas use.
has a APPS system.
Need bollards installed - Will NASA install bollards?
Bollards are required per NFPA 55.
Bollards are installed at this location.

9 Goddard Space Flight Center: Building 5
3.000 Gallon Bulk Tank.
Liquid and gas use.
APPS installed.
Need bollards installed - Will NASA install bollards? Bollards are required per NFPA 55.
NASA will review to determine if bollards are required
10 Goddard Space Flight Center: Airgas notes: Per NFPA / CGA Current Safety Requirements, safety relief valves are required on all GSFC tanks. Reduced Pressure Relief Valves Required on the Piping and on the 10 tanks . Please advise if NASA will install/review.
Yes, NASA will review.
11 All locations: Respectfully request the actual delivered historic volumes and quantities delivered to of the NASA facilities listed on subject RFP as well as the actual delivered quantities to each of the tanks on the Statement of Work for all NASA facilities. Only the incumbent has this knowledge to fully contemplate proposal offer unit prices.
The Government will not provide historic delivery quantities. Both prior delivery quantities and anticipated future delivery requirements are incorporated into the Government's Best Estimated Quantities (BEQs) for each CLIN across all contract years of performance.

12 GRC/ATF: Respectfully request that NASA give consideration to allow suppliers to provide unit pricing for Glenn Research Center, Cleveland, and Neil Armstrong Test Facility, Sandusky, OH on separate CLINS for the different locations, as this may offer economic savings.
The RFP remains unchanged.
13 GRC/ATF: Please clarify on the Statement of Work Page 5, 6, & 7, which GRC tanks are LN2 and which are LOX, and which ATF tanks are LN2 and which are LOX.
Reference Statement of Work, pages 4 and 5, section (g) table for tank locations (GRC or ATF).
Reference 80KSC023R0022 NANO 4 Terms and Conditions, Section 2.1.1 for CLIN delineation (LN2 or LOX).
14 All locations: Will NASA reconsider amending the EPA pricing terms allowing a floor of the original base price? Otherwise, no limitations on the EPA decreases carries too much risk for contractors.
The RFP remains unchanged.
