About this file

This is a Questions and Answers document for the NASA Agency-wide Acquisition of Nitrogen and Oxygen 4 (NANO 4) 2027 IDIQ contract, dated October 28, 2026. The document addresses nine clarification questions from prospective suppliers regarding the contract requirements and Capability Form submission process.

Key clarifications include: (1) Weekly maximum supply limits reset on a 7-day rolling period basis, with monthly maximums defined as 30-day rolling periods, allowing contractors to reach monthly maximums across multiple weeks at high-use testing locations; (2) New entrants may qualify through documented supply agreements with established liquid oxygen producers rather than operating their own production facilities, provided subcontract agreements are submitted and technical acceptability is verified; (3) Third-party production, storage, and transportation resources may be used to demonstrate technical acceptability; (4) Production and delivery infrastructure must be operational at the time of capability form submission per Section 2.9.2; (5) First-time suppliers must comply with additional requirements beyond Sections 2.5 and 2.9, including all provisions in Section 5 of the RFP and all contract terms and conditions; (6) For companies with multiple production facilities, suppliers must select a primary production facility and complete the Capability Form accordingly, with distribution information based on that facility's capabilities, and alternate facilities listed separately in blocks 8A and 8B (not evaluated); (7) For the Kennedy Space Center (KSC) CLIN entry on the form, suppliers must use CLIN number 26.21, where 26 indicates an IDIQ subCLIN and the second number indicates the location.

8 For the NASA locations designated for "high use testing," does the "Weekly Max" reset for each new week of testing?

For example, if testing at GRC/ATF runs for four consecutive weeks, resetting the Weekly Max to 1,150 tons/week would cause it to surpass the Monthly Max of 3,450 tons. Could you please clarify how the “Weekly Max” is applied in these scenarios?

Yes, per 2.1.1 Schedule of Supplies Table for Liquid Nitrogen and Liquid Oxygen-Requirements, weekly is defined as a 7-day rolling period and monthly is defined as a 30-day rolling period. Therefore, it is possible to reach the monthly maximum prior to reaching four consecutive weekly maximums.

2 May a new entrant qualify through a documented supply agreement with an established liquid oxygen producer, rather than operating its own production facility?

Yes. A current subcontract agreement must be submitted to the Government to verify technical acceptability. The prime contractor retains full responsibility per the contract.

Acceptability is also dependent on producer’s willingness to allow government inspection per contract section 2.10 Annual site Inspection.

3 Can a prospective supplier demonstrate technical acceptability through committed third-party production, storage, and transportation resources?

See response to Question 2

4 Are facilities still under development eligible for the IDIQ pool, or must all production and delivery infrastructure be operational when the capability form is submitted?

Production and delivery infrastructure per solicitation Section 2.9.2 IDIQ CLIN Pool Opt-In After Award must currently meet the weekly maximums for a subCLIN location in contract Section 2.1.1 Schedule of Supplies Table for Liquid and Gaseous Helium – Requirements.

Pool Opt-In

Are there additional requirements applicable to a first-time supplier beyond Sections 2.5 and 2.9 of the solicitation?

Yes. See solicitation Section 2.9.2 Opt-in by new entrant “New entrants will be required to comply with provisions in Section 5 of the RFP and all terms and conditions of the resulting contract.”

6 Attachment 2.1 Capability Form

We acquire product via multiple production facilities. Would you like us to name all of them or the largest one? The same question would apply to 6A, C, D, & E.

For each location proposed on 2.1.1 Schedule of Supplies, select a primary production facility and complete Attachment 2.1 Capability Form:

-Section 6. Production Facility Information: blocks 6A, B, C, D and E.

-Section 7. Distribution Information:

blocks 7A, B, and C based on that Facility’s distribution capabilities.

-For an alternate production facility, complete blocks 8 A & B which will not be evaluated per solicitation section 7.3.(c)(3).

7 Attachment 2.1 Capability Form

If the answer for number 6 is that we list the largest location, would you like the second to largest in number 8?

See response to Question 6.

8 Attachment 2.1 Capability Form

In addition to our company-operated vehicles, we frequently use, as is industry standard, third-party transportation partners. Should we include the cumulative number of tankers and drivers of all our partners or just our largest one?

See response to Question 6.

9 Attachment 2.1 Capability Form

For the clin (#3) on the form, if I wanted to enter KSC do I use clin number 21 or 26.21?

For KSC the CLIN number would be

26.21. The number 26 indicates that it

is an IDIQ subCLIN, and the second number indicates the location.
