SUBJECT: Final Request for Proposal (RFP), No. 80JSC026R0015 for the Commercial
Lunar Payload Services (CLPS2) Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ)
You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Johnson Space Center’s Commercial Lunar Payload Services (CLPS2) solicitation. The principal purpose of this requirement is to provide all activities necessary to safely integrate, accommodate, transport, and operate NASA Sponsored Payloads using contractor-provided assets, including launch vehicles, lunar lander spacecraft, lunar surface systems, Earth re-entry vehicles and associated resources.
NASA will conduct this acquisition as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 481212 and the small business size standard is 1,500 employees.
This competitive acquisition will result in a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract with the ability to issue Firm-Fixed-Price (FFP) task/delivery orders. The contract will include a ten (10)-year base ordering period, followed by a five (5)-year option period, for a total potential ordering period of fifteen (15) years.
NASA JSC has worked to align the CLPS2 acquisition with all applicable regulatory changes issued through the Revolutionary FAR Overhaul (RFO). The model deviation text presented in the RFO may change as a result of formal and informal feedback prior to completion of the formal rulemaking process. The Government reserves the right to incorporate additional changes to this solicitation resulting from the RFO and related NASA FAR Supplement (NFS) updates in a subsequent amendment as soon as feasible or upon contract award. Please monitor SAM.gov for solicitation updates.
The anticipated contract award and effective date is October 1, 2026. The contract will be performed offsite at the Contractor’s facilities and/or at locations identified by the Contractor and specified in individual delivery/task orders.
Potential offerors should pay close attention to all solicitation instructions; however, the following requirements list is summarized to assist in proposal development. Please note that
National Aeronautics and Space Administration
Lyndon B. Johnson Space Center Houston, TX 77058-3696 this list is not exhaustive, and the solicitation terms and conditions and provisions in sections L and M take precedence:
1. The Government may make available existing Installation-Accountable Government Property (IAGP) for onsite contract performance. Use of Government property at offsite Contractor facilities may be authorized by the Contracting Officer; in such cases, the property will be considered Government-furnished, and the Contractor shall assume accountability and management responsibilities in accordance with the contract.
2. NASA has determined that this acquisition may give rise to a potential organizational conflict of interest (OCI). Offerors should refer to clause H.12, Disclosure of Organizational Conflicts of Interest (OCI) After Contract Award, for a description of the potential conflict(s) and any restrictions on future contracting.
Offerors shall also comply with the instructions set forth in Section L regarding Organizational Conflicts of Interest. In accordance with FAR Subpart 9.5, the Offeror and its proposal will be reviewed for existing and potential OCI issues in relation to this procurement. Offerors shall provide for NASA approval a comprehensive Organizational Conflicts of Interest (OCI) Avoidance Plan.
3. Disclosure of Artificial Intelligence (AI) Use During Contract Performance. Offerors are required to disclose any intent to propose, or plan to use, Artificial Intelligence (AI) to perform contract requirements.
4. NASA Johnson Space Center incorporated industry feedback received in response to the Draft RFP into the Final RFP, resulting in several substantive revisions and clarifications to the overall acquisition approach, contract structure, and technical requirements. Offerors should review the Final RFP in its entirety, as numerous sections have been updated from the Draft RFP version.
Major changes reflected in the Final RFP include:
• Expansion of the contract scope beyond lunar-only missions to include broader payload delivery services to additional space destinations, including lunar orbit, Lagrange points, asteroids, planets, and other destinations defined by NASA.
• Significant enhancement and formalization of NASA’s insight, oversight, and mission assurance framework, including expanded Government approval authorities, technical insight activities, quality assurance participation, milestone readiness reviews, and anomaly/failure investigation participation to be applied at the task order level.
• Addition of TOP SECRET/Sensitive Compartmented Information personnel clearance requirements to support potential classified mission activities which will also be applied as applicable at the task order level.
• Revision of contractor readiness and qualification requirements, replacing the draft’s prescriptive prior lunar lander experience requirement with broader task-order-level readiness and capability assessments.
• Expansion of mission operations requirements, including integrated mission operations support, telemetry and voice-loop access, operational training, mission simulations, and remote operations accommodations.
• Increased emphasis on safety, mission assurance, independent verification, validation, planetary protection, orbital debris mitigation, and technical peer review requirements.
• Broadened CLIN 2 scope from “Lunar Lander Delivery” to “Lander Delivery,” supporting more flexible mission applications.
• Addition of enhanced Government access, data rights, and third-party supplier visibility requirements to support NASA insight activities.
• Expanded payload integration, non-interference, and multi-payload coordination requirements for increasingly complex mission architectures.
• Removed mission failure consequences that required re‑flight, replacing them with a more flexible, performance‑based approach to addressing anomalies and mission outcomes.
• Refined the annual on‑ramp approach by advancing the initial on‑ramp year and removing the fixed calendar‑month.
• Updates to inspection, acceptance, and Government property marking clauses, including customized service inspection provisions and additional equipment identification requirements, which will be applied at the task order level as needed.
This list is not intended to cover all changes nor describe all RFP requirements. Offerors should carefully review the RFP in its entirety.
