SUBJECT: Draft Request for Proposal – Solicitation No. 80JSC026R0015 for the Commercial Lunar Payload Services 2.0 (CLPS 2.0) Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ)

The National Aeronautics and Space Administration (NASA) is releasing this Draft Request for Proposal (DRFP) to obtain industry insight and feedback regarding the planned Commercial Lunar Payload Services 2.0 (CLPS 2.0) Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The purpose of this contract is to support the rapid acquisition and delivery of lunar payloads that advance NASA’s scientific and exploration objectives.

NASA requests industry participation during the draft solicitation phase to better understand how qualified contractors would perform CLPS 2.0 commercial missions, including the development, integration, and delivery of lunar landers and associated payloads. The feedback obtained will assist NASA in refining the final solicitation, validating the Statement of Work (SOW), and ensuring that delivery and task order (TO) structures appropriately support mission cadence, technical complexity, and programmatic requirements. This feedback will be instrumental in creating a fair and competitive environment for the final solicitation.

Scope of Work Under CLPS 2.0 The CLPS 2.0 Statement of Work includes three primary Contract Line Item Numbers (CLINs).

CLIN 1 covers lunar payload delivery services, consistent with the scope previously established under CLPS 1.0. CLIN 2 introduces a new supply-based requirement in which contractors provide a fully delivered lunar lander directly to NASA. CLIN 3 includes non-mission-specific services such as feasibility studies, hardware development, and technology demonstrations, paralleling similar work authorized under CLPS 1.0. Together, these CLINs provide the structural framework for lunar delivery services, payload integration, lander development when required, and additional mission-support activities defined in the SOW.

NASA Requests Industry Feedback NASA seeks industry feedback on several key elements of the CLPS 2.0 acquisition:

• Execution and implementation of the supply based CLIN 2 lunar lander requirement

• Use of enhanced insight at the delivery order (DO)/TO level based on NASA’s assessment of payload risk

National Aeronautics and Space Administration

Lyndon B. Johnson Space Center 2101 NASA Parkway Houston, Texas 77058-3696

March 24, 2026

• Expanded use of Government resources, including up to 8,000 hours of NASA expertise per DO/TO

• Domestic sourcing requirements and increased ordering limitations

• Inclusion and structure of on ramp and off ramp provisions

• Considerations related to the Licenses, Permits, and Insurance clause

• Expansion and any potential impacts of allowable payload types to include classified and nuclear payloads

• Revised data rights approach emphasizing Government Purpose Rights under clause 52.227 14

• Offeror input on small business subcontracting goals

Industry participation during this draft solicitation phase will play an important role in shaping the final structure of the solicitation and ensuring the resulting MAC IDIQ contract effectively supports NASA’s future lunar payload delivery needs. Written feedback responses to the DRFP should not exceed 40 pages. Additional information may be provided during the Question and Comment period and posted on SAM.gov.

All DRFP documents—including this letter, the draft solicitation, the example TO, attachments, amendments, and related reference materials—are available on SAM.gov. Industry is encouraged to monitor the site regularly for updates.

If an RFP is issued, it will result in a Multiple Award IDIQ with the ability to issue Firm-Fixed Price (FFP) TOs. The contract will have a base period of 10 years from the date of award, with the opportunity to exercise a 5 year option period as defined in the draft solicitation. Such contract is anticipated to be awarded 4Q FY2026, with an effective date of 4Q FY2026. There will be no phase-in period.

This DRFP is issued solely for planning and information-gathering purposes. It does not authorize work, nor does it obligate the Government to any contractual action. NASA is not requesting proposals at this time and reserves the right to modify or cancel the planned CLPS 2.0 acquisition.

During the contract period, the Government will issue Requests for Task Plan (RFTPs) to all IDIQ awardees for specific projects. The proposals will then be evaluated, if necessary negotiated, and issue individual FFP TOs to the selected contractor(s).

Questions regarding this DRFP should be submitted in writing electronically to: Aubrie Henspeter, Contracting Officer, at JSC-CLPS2@nasa.gov.

H.3 1852.232-77 LIMITATION OF FUNDS (FIXED-PRICE CONTRACT) (MAR 1989)

(a) Of the total price of items defined in Delivery/Task Order(s), the sum of $TBD is presently available for payment and allotted to this contract. SCHEDULE FOR ALLOTMENT OF FUNDS

Date Amounts As Defined in Delivery/Task Order (s)

(b) The Contractor agrees to perform or have performed work on the items specified in paragraph (a) of this clause up to the point at which, if this contract is terminated pursuant to the Termination for Convenience of the Government clause of this contract, the total amount payable by the Government (including amounts payable for subcontracts and settlement costs) pursuant to paragraphs (f) and (g) of that clause would, in the exercise of reasonable judgment by the Contractor, approximate the total amount at the time allotted to the contract. The Contractor is not obligated to continue performance of the work beyond that point. The Government is not obligated in any event to pay or reimburse the Contractor more than the amount from time to time allotted to the contract, anything to the contrary in the Termination for Convenience of the Government clause notwithstanding.

(c)

(1) It is contemplated that funds presently allotted to this contract will cover the work to be performed.

(2) If funds allotted are considered by the Contractor to be inadequate to cover the work to be performed until that date, or an agreed date substituted for it, the Contractor shall notify the Contracting Officer (CO) in writing when within the next 60 days the work will reach a point at which, if the contract is terminated pursuant to the Termination for Convenience of the Government clause of this contract, the total amount payable by the Government (including amounts payable for subcontracts and settlement costs) pursuant to paragraphs (f) and (g) of that clause will approximate 75 percent of the total amount then allotted to the contract.

(3)

(i) The notice shall state the estimated date when the point referred to in paragraph (c)(2) of this clause will be reached and the estimated amount of additional funds required to continue performance to the date specified in paragraph (c)(1) of this clause, or an agreed date substituted for it.

(ii) The Contractor shall, 60 days in advance of the date specified in paragraph (c)(1) of this clause, or an agreed date substituted for it, advise the CO in writing as to the estimated amount of additional funds required for the timely performance of the contract for a further period as may be specified in the contract or otherwise agreed to by the parties.

(4) If, after the notification referred to in paragraph (c)(3)(ii) of this clause, additional funds are not allotted by the date specified in paragraph (c)(1) of this clause, or an agreed date substituted for it, the CO shall, upon the Contractor's written request, terminate this contract on that date or on the date set forth in the request, whichever is later, pursuant to the Termination for Convenience of the Government clause.

(d) When additional funds are allotted from time to time for continued performance of the work under this contract, the parties shall agree on the applicable period of contract performance to be covered by these funds. The provisions of paragraphs

(b) and (c) of this clause shall apply to these additional allotted funds and the substituted date pertaining to them, and the contract shall be modified accordingly.

(e) If, solely by reason of the Government's failure to allot additional funds in amounts sufficient for the timely performance of this contract, the Contractor incurs additional costs or is delayed in the performance of the work under this contract, and if additional funds are allotted, an equitable adjustment shall be made in the price or prices (including appropriate target, billing, and ceiling prices where applicable) of the items to be delivered, or in the time of delivery, or both.

(f) The Government may at any time before termination, and, with the consent of the Contractor, after notice of termination, allot additional funds for this contract.

(g) The provisions of this clause with respect to termination shall in no way be deemed to limit the rights of the Government under the default clause of this contract. The provisions of this Limitation of Funds clause are limited to the work on and allotment of funds for the items set forth in paragraph (a). This clause shall become inoperative upon the allotment of funds for the total price of said work except for rights and obligations then existing under this clause.

(h) Nothing in this clause shall affect the right of the Government to terminate this contract pursuant to the Termination for Convenience of the Government clause of this contract.
