About this file

This document is a Pre-Proposal Conference presentation for the Commercial Lunar Payload Services (CLPS2) solicitation held on June 1, 2026. The CLPS2 program seeks rapid acquisition of lunar payload delivery services from American companies to advance science, exploration, and commercial development capabilities. The procurement is structured as a Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a minimum contract guarantee of $25,000 and a cumulative Not-to-Exceed maximum of $10 billion across all awards, increasing to $15 billion if Option F.4 is exercised. The basic contract period runs from October 1, 2026 through September 30, 2036, with an optional five-year extension through September 30, 2041. Work will be issued through individual task/delivery orders covering three service lines: Payload Delivery Services (CLIN 1), Lander Delivery to NASA (CLIN 2), and Non-Mission Specific Services (CLIN 3).

The solicitation is full and open competition under NAICS Code 481212 with a 1,500-employee size standard. Proposals are due by June 30, 2026 at 1:00 p.m. Central Time via electronic submission. Technical evaluation focuses on a Technical Acceptability Factor requiring contractors to demonstrate core competencies through one of three qualification pathways: successful lunar payload delivery exceeding 10 kg, completion of full lander acceptance testing including TVAC and shock tests, or operation of high-thrust spacecraft in space with mission duration exceeding 24 hours. Contractors must submit a 50-page technical volume, an unrestricted offer volume, a complete signed model contract, and required attachments including an OCI plan, small business subcontracting plan, and domestic source certification. Joshua Smith serves as the Contracting Officer; all questions must be submitted by June 5, 2026 and directed to jsc-clps2@mail.nasa.gov. The contract incorporates numerous deviated clauses addressing liability waivers, government insight and collaboration rights, data rights, domestic sourcing requirements, and security classification handling up to TOP SECRET/SCI.

• Responsible means that the contractor has adequate organizational and financial controls, satisfactory business ethics, financial resources, the ability to successfully perform the work, is eligible, etc.

• This determination is performed by the CO and is separate from the selection decision.

• If an offeror is not responsible, then they are not eligible for award.

• The Contracting Officer will also check the FAPIIS database (includes records of the Contractor’s previous contracts.)

• The Contracting Officer will request an Equal Opportunity clearance, and check to ensure the veteran’s reports are submitted.

• This determination is performed for offerors in the competitive range or the successful offeror only.

Model Contract

• The Model Contract consists of Sections A-K or SF-1449-Section 4 of the RFP.

• The Evaluation Criteria, and Instructions are used for selection purposes only.

• The Model Contract becomes the actual contract and so it must be complete and correct.

• The Model Contract must be signed by a person authorized to commit the offeror.

• All pages of the model contract must be returned – not just the pages with the fill-ins.

• The Contracting Officer will sign the Model Contract of the Successful Offeror once all issues are resolved and the selection decision is made.

• Errors or inconsistencies in the Model Contract (that cannot be resolved) may result in an offeror being removed from consideration for award.

• The Model Contract takes precedence over the proposal.
