SUBJECT: Final Request for Proposal (RFP) Amendment 2, No. 80JSC026R0015 for the

Commercial Lunar Payload Services (CLPS2) Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ)

You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Johnson Space Center’s Commercial Lunar Payload Services (CLPS2) solicitation. The principal purpose of this requirement is to provide all activities necessary to safely integrate, accommodate, transport, and operate NASA Sponsored Payloads using contractor-provided assets, including launch vehicles, lunar lander spacecraft, lunar surface systems, Earth re-entry vehicles and associated resources.

NASA will conduct this acquisition as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 481212 and the small business size standard is 1,500 employees.

This competitive acquisition will result in a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract with the ability to issue Firm-Fixed-Price (FFP) task/delivery orders. The contract will include a ten (10)‑year base ordering period, followed by a five (5)‑year option period, for a total potential ordering period of fifteen (15) years.

NASA JSC has worked to align the CLPS2 acquisition with all applicable regulatory changes issued through the Revolutionary FAR Overhaul (RFO). The model deviation text presented in the RFO may change as a result of formal and informal feedback prior to completion of the formal rulemaking process. The Government reserves the right to incorporate additional changes to this solicitation resulting from the RFO and related NASA FAR Supplement (NFS) updates in a subsequent amendment as soon as feasible or upon contract award. Please monitor SAM.gov for solicitation updates.

The anticipated contract award and effective date is October 1, 2026. The contract will be performed offsite at the Contractor’s facilities and/or at locations identified by the Contractor and specified in individual delivery/task orders.

Potential offerors should pay close attention to all solicitation instructions; however, the following requirements list is summarized to assist in proposal development. Please note that

National Aeronautics and Space Administration

Lyndon B. Johnson Space Center Houston, TX 77058-3696 this list is not exhaustive, and the solicitation terms and conditions and provisions in sections L and M take precedence:

1. The Government may make available existing Installation-Accountable Government Property (IAGP) for onsite contract performance. Use of Government property at offsite Contractor facilities may be authorized by the Contracting Officer; in such cases, the property will be considered Government-furnished, and the Contractor shall assume accountability and management responsibilities in accordance with the contract.

2. NASA has determined that this acquisition may give rise to a potential organizational conflict of interest (OCI). Offerors should refer to clause H.12, Disclosure of Organizational Conflicts of Interest (OCI) After Contract Award, for a description of the potential conflict(s) and any restrictions on future contracting.

Offerors shall also comply with the instructions set forth in Section L regarding Organizational Conflicts of Interest. In accordance with FAR Subpart 9.5, the Offeror and its proposal will be reviewed for existing and potential OCI issues in relation to this procurement. Offerors shall provide for NASA approval a comprehensive Organizational Conflicts of Interest (OCI) Avoidance Plan.

3. Offerors should complete only Blocks 12, 17, and 30 of the SF 1449 as stated in the table in Section L. Any additional blocks referenced on the face of the SF 1449 are part of the form’s general instructions but are not required for this solicitation. NASA will complete the remaining applicable blocks at award.

NASA Johnson Space Center incorporated industry feedback received in response to the Draft RFP into the Final RFP, resulting in several substantive revisions and clarifications to the overall acquisition approach, contract structure, and technical requirements. Offerors should review the Final RFP Amendment 1 in its entirety, as numerous sections have been updated from the Final RFP version released on May 15, 2026.

This Amendment 2 incorporates clarifications and administrative corrections to the Final RFP in response to industry questions and internal review. Offerors should review the entire amended solicitation, as changes affect proposal instructions (Section L), evaluation criteria (Section M), and certain contract clauses (Section I).

This summary is provided for convenience only and is not exhaustive; the amended solicitation terms and conditions take precedence.

Summary of changes from the Final RFP in Amendment 2:

• Section H.11: Removed subparagraph (b)(2) related to unilateral Government modification of OCI provisions.

• Section L.16.3: Updated the EFSS Box submission URL and corrected the submission time zone to Central Daylight Time (CDT).

• Section L.16.2: Updated formatting instructions to exclude the Cover Page from the Volume I page limit and added guidance regarding embedded graphics that may contain unsearchable text.

• Sections L.16.1, L.16.4, L.16.5, L.16.6, and M.3: Realigned Domestic Certification references, updated Volume references, and removed outdated Domestic Certification requirements.
