About this file

This is a Data Requirements Document (DRD) that specifies the content, format, and submission requirements for contractors' Small Business Subcontracting Plans and related reports under the CLPS 2.0 solicitation (Solicitation No. 80JSC026R0015). The DRD is administered by NASA's Office of Small Business Programs and enforced by the NASA Contracting Officer.

Only offerors other than small businesses are required to submit an initial Small Business Subcontracting Plan prior to contract award in accordance with FAR 52.219-9, though all offerors submitting such a plan must enter their goals in Clause H.19. The plan must demonstrate the contractor's extent of commitment to utilizing small business concerns and supporting their development, including organizational structure for small business outreach, market research, and identification procedures. The plan must address participation in the NASA Mentor Protégé Program and identify subcontractors whose bids are part of the proposal, specifying their small business classifications and percentage of contract value. Contractors must outline proactive measures to increase participation among small businesses across all designated subcategories (Women-Owned, Small Disadvantaged, 8(a), HUBZone, Veteran-Owned, Service-Disabled Veteran-Owned, and HBCU/MSI) and identify any high-technology work. The plan must include two tables: Table 1 showing subcontracting goals as a percentage of both total contract value and total planned subcontracts by business category, and Table 2 listing all small business subcontractors with their UEI/CAGE codes, business types, NAICS codes, SOW references, and dollar values.

Contractors must submit subcontracting data semi-annually and at contract completion through the Subcontracting Plan Reports (SPR) system via SAM.gov. Annual Progress Reports addressing compliance with the Small Business Subcontracting Plan are due within 15 days at the end of each contract year. All plan updates must be coordinated and approved by the NASA Contracting Officer and Office of Small Business Programs, and submittals must include both a clean copy with redlines incorporated and a redlined version showing updates since the last submission.

a. Provide the required content of FAR 52.219-9, Small Business Subcontracting Plan.

b. All plans shall provide information demonstrating the Extent of Commitment to utilize small business concerns and to support their development. The information provided must include a brief description of established or planned procedures and organizational structure for Small Business outreach, assistance, counseling, market research and Small Business identification, and relevant purchasing procedures. v. The plan shall describe the management approach to subcontracting with small, small disadvantaged (SDB), 8(a), Women-owned (WOSB), HUBZone, Veteran owned (VOSB), and Service-disabled veteran owned (SDVOSB) and HBCU/MSI (Historically Black Colleges & Universities/Minority Institutions).

In addition, the plan shall show the phased approach by contract year to meet the overall contract total small business goals by end of the contract (separate tables for basic contract requirement and any options shown separately). *Shall be 100% if any dollars are subcontracted.

**Zero percent does not constitute a goal. Omit any categories where a goal is not established and provide rationale why.

***The small business subcategories do not necessarily add up to the percentage and dollar amount in the “Small Business Concerns” category above, since some small businesses do not fall into any of the subcategories below, while others will fall into more than one subcategory below. It is recommended that Offerors first complete Column B by entering the dollar amount the Offeror proposes to subcontract to each business category and subcategory. To complete Column A, divide the dollar amount in Column B by the total offered price of the proposal (that is, total contract value). In the example above, Column A for Veteran Owned Small Business = $2,500,000 divided by $100,000,000, or 2.5%. To complete column C, divide the corresponding amount in Column B by the amount in the “Total Dollars to be Subcontracted” cell in Column B. In the example above, Column C for Veteran Owned Small Business = $2,500,000 divided by $50,000,000, or 5%.

2. Small Business Subcontracting Reports:

i. All reports shall be submitted in accordance with FAR clause 52.219-9, Small Business Subcontracting

Plan and NFS clause 1852.219-75, Individual Subcontracting Reports.

ii. Per FAR 52.219-9(d)(10)(ii) contractor shall submit annual Progress Reports to the Contracting Officer to address the extent of compliance with the Small Business Subcontracting Plan.
