The contents of this document are intended to be consistent with the tasks and products to be prepared by the Commercial LEO Development Program Partners/Providers.
This document is under the control of a Joint Program Control Board (JPCB) with Commercial LEO Development Program (CLDP) and Commercial Crew Program (CCP). The JPCB is the authority for baselining and approving changes. This document was developed and is maintained by the CLDP Systems Engineering and Integration (SE&I) Office.

1.0 INTRODUCTION
1.1 PURPOSE
The purpose of this document is to provide the National Aeronautics Space Administration (NASA) requirements necessary for development and certification of commercial systems sufficient for NASA procurement of end-to-end commercial services to support NASA's continued research, use of microgravity, and continuous Unites States (U.S.) presence in LEO. The intent of this document is that Commercial Partner will verify compliance to the requirements herein.
1.2 SCOPE
It is NASA's plan to purchase an end-to-end service from a commercial LEO destination including associated transportation to and from the destination for crew and cargo as well as complete accommodations required to support NASA crew and utilization needs.
The systems encompassed within this document will include the Crew Transportation System (CTS), the Commercial LEO Destination (CLD), and the Cargo Transportation System (CaTS). This document also defines the Utilization requirements associated with these systems.
NASA's requirements are applicable to United States Government (USG) crew only, where stated explicitly. Commercial Partners may choose to expand performance factors to address a wider range of possible crew members for their commercial purposes.
The document encompasses assets and services required to meet the NASA requirements, including pre-flight planning, trajectory and abort analysis, ground processing and manufacturing, ground operations, mission control, training, launch control, destination operations, post-landing recovery operations, safety and mission assurance, and all other functions required for safe and successful human space flight missions which will carry NASA crew and allow performance of NASA utilization activities. Requirements and regulations levied and managed by other government entities are not contained within this document.

1.3 PRECEDENCE
In the event of a conflict between the text of this document and references cited herein (listed in Section 2.0), the text of this document takes precedence. Nothing in this document supersedes applicable laws and regulations unless a specific exemption has been obtained.
In the event of conflict between this document and any exports of the NASA requirements database, the contents of this signed document take precedence.
1.4 CHANGE AUTHORITY AND RESPONSIBILITY
This document was jointly prepared by and managed by the CLDP and CCP. A JPRCB with CLDP and CCP is the authority for baselining and approving changes to this document. CLDP-REQ-1130,Requirements and Standards for CLDP will be maintained in accordance with Configuration Management (CM) process standards for the CLDP documentation. The CLDP and CCP are jointly responsible for assuring the definition, control, implementation, and verification of the requirements identified in this document.
The appropriate NASA Office of Primary Responsibility (OPR) identified for this document is the CLDP SE&I Requirements and Standards team.
1.5 VERB APPLICATION AND LEXICON
Requirements are defined in Section 3.0 and are denoted by "shall" in the requirements statement. Associated verifications of these requirements are defined in Section 4.0.
Best Practices are denoted "should" and documented in Appendix K. “Should”
1-2 statements do not require formal verification but should be strongly considered during development of the partner requirements.
The following defines the lexicon used throughout this document. These terms are intended to define which system or sub-system the requirements are allocated to at a high level; however, Appendix G defines the specific allocation for the requirements and shall be used for verification closure. Appendix B Glossary has definitions for what each system below is intended to address.
The Commercial LEO Destination System (CLDS) is the sum of all systems, facilities, and activities required to build, launch, maintain, and operate a human occupied on-orbit station. The CLDS consists of the CTS, CLD, CaTS, plus associated utilization.
Requirements denoted by CLDS include allocations to at least two of the three integrated systems. Each of these systems consists of a Ground System (GS), a Mission System (MS) and a spacecraft (Destination, Crew Visiting Vehicle (CVV), Cargo Visiting Vehicle (CaVV)). When a spacecraft is mated to its launch vehicle, this configuration is defined as the Integrated Stack (IS). Reference CLDS Illustrated Schema Figure as shown below.

2.0 DOCUMENTS
The following tables include both applicable and reference documents as contained in either a requirement or its associated rationale within this document. This includes design, analysis/modeling, manufacturing, testing, and quality control standards which apply to space flight hardware and software, standards for ground support equipment (GSE), and documents which provide additional context to support the application of the requirement.
2.1 APPLICABLE DOCUMENTS
This section includes the list of documents and technical and manufacturing standards that are mandated in the requirement as information required to be used to meet or meet the intent of a requirement. Included in the set of applicable documents, there are two types of standards:
1. A standard which must be followed in whole or part, as indicated in the invoking requirement, with no deviation or alternative proposal is identified by the word “meet” or "in accordance with". Verification language for these technical standards that must be met can be found in Section 4.0 of this document.
2. A standard which can be met explicitly by following the standard or by proposing alternate standards that meet or are consistent with the intent of the levied Standard are invoked by the words “meet the intent of” in the requirement language. The specific verification language for each of these alternative standards will be coordinated with NASA after an agreement is reached on the alternative standard. Verification language for these technical standards that must be met or complied with can be found in Section 4.0 of this document.
