MTIC Industry Update Questions & Answers Question Number Question Answer
Please explain the rationale for switching back to a CPAF/CPIF contract structure from the previously announced CPAF only contract structure.
Based on industry feedback, reducing budgets, and government analysis, it was determined that the cost control mechanism that the incentive fee provides is vital to the performance of this contract. Incentive fee provides a way to incentivize the contractor to drive efficiencies in the support requirements through the cost-sharing of overruns and underruns.
2 Why are you including the fixed-fee conversion?
The fixed-fee conversion is a contracting mechanism that has been utilized across multiple contracts at Johnson Space Cetner.
It allows the Contracting Officer to reduce the administrative burden associated with the award fee process if the contractor is performing consistently at a high-level.
We heard that the various programs support levels are likely to increase over the Period of Performance.
What does the government anticipate offerors having to respond to in the solicitation?
The government will be providing workload indicators by year that represent support required within the solicitation, if issued.
The provided information is what the contractor will propose
to. During the period of performance of the resulting contract, ordered work levels may be higher or lower than the workload indicators provided, because there are many factors that drive Government requirements. Increased or reduced requirements will be authorized through change orders or the issuing of task orders.
Will NASA be posting the SEB members at some point in the future?
The government is still in the requirements development phase, so a finalized source evaluation board membership has not been established. It is anticipated that membership will include representatives from the major programs slated to utilize the MTIC contract. The government will post the Source Evaluation Board membership when established.
Would it be possible for you to post the POC’s rather than everyone send you an email requesting that information?
Yes, the government has provided a list of requirements point of contacts entitled “MTIC Requirements Points of Contacts” via modification 9 to the governmentwide point of entry.

Limitations on Future Contracting – Do all of the potential program users (9 programs) of MTIC pose a problem if you are on an MTIC team either as prime or sub as well as supporting as a sub those programs?
The government will be providing any identified limitations on future contracting in the solicitation. The government recognizes that certain portions of work performed under the MTIC requirements may lead to an organizational conflict of interest. It is the contractor’s responsibility to suggest mitigations to potential conflicts of interest through the Organization Conflict of Interest Plan.
Can you show the schedule again and discuss your level of confidence or issues you are still working to make the schedule?
The government has taken industry inputs into consideration and has released the schedule within the attachment entitled "MTIC Industry Update Charts" at the governmentwide point of entry via modification 9. This is the government's estimated timeline and updates will be provided as confidence increases and more information becomes finalized.
