How does the government expect Commercial Low Earth Orbit to grow?
How will it affect the Statement of Work (SOW) for this contract?
The incumbent contract Human Space Flight Technical Integration Contract (HSFTIC), operates as a multi-program contract with the ability to support all human space flight programs. The procurement strategy for this activity has not yet been approved. The draft Request for Proposals (RFP) will provide more information, but it is anticipated that the Mission Technical Integration Contract (MTIC) will operate similarly to HSFTIC. The RFP will represent NASA's current requirements.
Does being a contractor for Gateway Deep Space Logistics Contract or Research, Engineering, and Mission Integration Services cause any organization conflict of interest concerns?
There are potential Organization Conflict of Interests (OCI) in performance of this work.
The potential offeror will be responsible for identifying potential OCI issues in response to the MTIC RFP, when posted. An OCI Plan and Contracting Officer approval would be required for proper mitigation.
Can the government elaborate on the roadmap for each program office and how that might affect the Mission Technical Integration Contract (MTIC)?
The Request for Proposal (RFP) will contain additional information about the Government’s anticipated requirements for each program office.
Will the government provide guidance on tasks that will remain inherently governmental versus the tasks that will be contractor led?
No inherently governmental tasks are performed on this contract.
Will the Source Evaluation Board (SEB) consist of members from programs other than the International Space Station Program?
The Government is considering publishing the SEB voting members. If made available, they will be posted on the MTIC Procurement Website.
How will the government evaluate the risk associated with a change of the prime contractor in the evaluation process?
The Government will evaluate according to the Request for Proposal (RFP).
7 Does the government foresee any issues with a joint venture proposal?
No, the Government does not foresee issues with a joint venture. Potential offerors may also contact the Johnson Space Center (JSC) industry assistance office at jsc-smallbusiness@mail.nasa.gov for general information on partnering/subcontractor opportunities.

Historical pricing information such as Service Labor Categories (SLCs) and work load indicators are anticipated to be provided during the Request For Proposal (RFP).
12 Will the holidays be considered for the preliminary acquisition schedule?
The preliminary schedule takes holidays into account and is available on the procurement website. The Government will continue to evaluate the schedule.

Will there be a greater focus on retention of current workforce or the work of emerging programs during the evaluation process?

Does the government know if they will be requesting proposals utilizing a basis of estimates (BOEs) or labor hour cost approach?
This is currently being evaluated by the Government and will be reflected in the Request for Proposal (RFP).
Why did the document entitled "Historical Scope of Work" located in the Request for Information (RFI) only include the International Space Station (ISS) requirements?
The intent of the document "Historical Scope of Work" was for the government to gather information about the capabilities to perform the type of services anticipated to be on MTIC.
The International Space Station requirements encompass the preponderance of the type of work anticipated to be performed on MTIC.
Has the government considered a multi-award approach to support the emerging programs?
MTIC will not be a multi-award contract.
How much interface does the Human Space Flight Technical Integration Contract (HSFTIC) have with the switchover in Marshall?
No, there are no requirements in the Human Space Flight Technical Integration Contract for transition of operation to Marshall Space Flight Center (MSFC).

The majority of the requirements for the Human Space Flight Technical Integration Contract (HSFTIC) are performed at Johnson Space Center (JSC). The Request for Proposal (RFP) will contain additional information, and represent the Governments anticipated requirements.

A facility clearance is required in performance of these requirements. Joint Ventures should work with their Facility Security Officer (FSO) and Defense Counterintelligence and Security Agency (DCSA) to obtain a valid Facility Security Clearance (FSC). The draft Request for Proposals (RFP) will provide more information and inform industry about how proposals will be evaluated.
Will evaluators from other program offices be involved with the evaluation process?

When does the Requirements Development Team (RDT) plan to upload the technical library?

Elements of the Human Space Flight Technical Integration Contract (HSFTIC) were still in the Industry Day Charts despite no longer being performed by that contract. When does the government intend to update?
Industry Day Charts were intended to provide a snapshot of the current requirements. Updates to the requirements are planned to be reflected in the Request for Proposal (RFP).

50 Will completion form continue to be utilized for this contract?
Yes, MTIC is anticipated to be a completion form with a hybrid contract structure consisting of Cost Plus Award Fee and Cost Plus Fixed Fee Core Requirements. It is also anticipated to have a Cost Plus Award Fee and Cost Plus Fixed Indefinite Delivery Indefinite Quantity (IDIQ) capability. No, the Government was not aware the incumbent was hosting an event on the same day at the Gilruth Center. The Gilruth Center is an off-site public facility that is open for community use. Individuals, companies, and organizations have the ability to reserve facilities at the Gilruth Center.
