This document is a pre-solicitation notice for the Mission Technical Integration Contract (MTIC) procurement at the NASA Johnson Space Center. The MTIC will provide program management, business management, configuration management, IT, systems engineering, mission integration, operations, safety/risk, and research support services across multiple NASA human spaceflight programs including the International Space Station, Orion, and Gateway.
The current contract is held by Barrios Technology, Ltd. and expires on September 30, 2025. The anticipated MTIC contract will have a 6-year period of performance from October 1, 2025 to September 30, 2031. NASA is seeking capability statements from all interested parties, including small businesses and underserved communities, to help determine the appropriate competition and subcontracting strategy. NASA is also requesting input on potential organizational conflicts of interest and mitigation strategies. Responses are due by June 17, 2024. No solicitation currently exists, but NASA plans to issue a draft RFP in the future.

Goals of Industry Day
• Promote competition on the proposed acquisition
• Develop Industry’s understanding of the Government’s current vision and objectives
• Provide Industry with the opportunity to meet with the Government early enough in the procurement process to provide input into the Mission Technical Integration Contract (MTIC) procurement strategy
• Encourage offerors to submit questions and comments electronically via an email to the Contracting Officer, or in person during Industry Day.
The Government will respond officially to all questions submitted by posting them to the Governmentwide point of entry (GPE) and Mission Technical Integration Contract (MTIC) websites.

NASA’s future will continue to be a story of human exploration, technology, and science. Technical Overview (Current Contract)

ISS Program: Current State
• The ISS Program Office resides at the Johnson Space Center with work being performed at multiple NASA Centers, Contractor facilities across the country, and with our International Partners.
• The ISS Program continues to utilize and expand its use of Commercial and International Partners to provide for crew and cargo services.
• Program processes are rigorous, yet adaptable and dynamic to accommodate our multitude of external launch service providers, as well as, meeting or exceeding customer expectations for full utilization of ISS.
• Given the demanding flight traffic to the ISS, the Program must address and respond quickly to the critical circumstances of launch schedule changes.
• As a component of the Agency’s Human Exploration and Operations Mission Directorate, the current HSFTIC contract supports multiple Programs (ISS, Orion, Gateway and EHP Programs) and seeks to increase cross program collaboration and efficiencies in the follow-on contract.
Gateway Program: Current State
• Gateway
• Will be humanity’s first space station to orbit the Moon, serving as a vital component to NASA’s Artemis missions, deep space exploration, sustained lunar surface access and missions to Mars and beyond.
• Is where astronauts will live, conduct science, and prepare for lunar surface missions.
• The Gateway Program Office resides at the Johnson Space Center with work led and conducted by multiple NASA Centers, our International Partners, and Contractor facilities across the world.
• Gateway is a tailored, tightly coupled Program per NPR 7120.5, NASA Space Flight Program and Project Management Requirements.
• The Program is charged to operate in a lean, efficient manner and explore new ways of doing business.
• The Elements and Modules for Gateway are in various states of development.
Orion Program: Current State
• NASA’s Orion spacecraft
• Will serve as the exploration vehicle that will carry crew to deep space
• Will provide emergency abort capability
• Will sustain the crew during space travel
• Will provide safe re-entry from deep space return velocities
• Will launch on NASA’s new heavy-lift rocket, the Space Launch System (SLS)
• The Orion Program Office resides at the Johnson Space Center with work being led by and performed at multiple NASA Centers, Contractor facilities across the country and abroad with European counterparts
• The Program’s current state of operations is very fast paced and dynamic with many moving parts across multiple stages of development, integration, and testing each affected by critical deadlines. The Program is concurrently working flights for Artemis II, the first crewed flight for the Artemis Program, while transitioning to a Production and Operations Phase for Artemis III and beyond. Program processes need to be rigorous, adaptable and efficient to meet the demands of the work being performed in the production and operations of the Orion spacecraft.
Proposed MTIC
• Continuously Operate Safely.
• High Performance Level in a dynamic multi-Program environment.
• Effectively and efficiently manage, recommend, influence and execute discrete requirements across multiple Programs.
• Flexibility and responsiveness to frequent and changing requirements, including last minute flight schedule changes.
• Ability to work well with International Partners/Participants, Commercial Visiting Vehicle providers, Payload Developer Clients, other Program contractors, and NASA.
Proposed MTIC
• Continue to maintain focus on contractor led efforts:
• Promotes greater contractor responsibility for the work solutions in collaboration with key stakeholders.
• Promotes flexibility to re-define the processes and documentation required to perform the Statement of Work.
• Promotes new and innovative ideas.
• Reduce the cost of performing the contract’s scope of work.
• Includes performing requirements for multiple Human Space Flight Programs, culminating in the potential for cost avoidances through increased efficiencies.
