About this file
This document contains the questions and answers from an Industry Day held for the Rendezvous, Proximity Operations and Capture (RPOC) V opportunity. The opportunity will have a NAICS code of 541330 for Scientific Research and Development Services, and is contemplated as a small business set aside. It will involve work related to the International Space Station, Orion, and Gateway programs, utilizing trajectory simulation tools like RAMTARES, Copernicus, and Gateway in a Box. The current RPOC IV contract allocates approximately 24% of work to ISS, 38% to Orion, and 38% to technology development and research. One-on-one meetings will be held on January 25th, 2022 via Microsoft Teams to discuss the opportunity. Interested parties were required to request a meeting time by January 24th, 2022. The National Aeronautics and Space Administration Johnson Space Center is the contracting agency.

Industry Day Q&A for RPOCV held on January 24, 2022:
1. Is RPOCV a small business set a-side? Right now, this is contemplated to be a small business set aside.
2. Is the NAICS Code: 541330? Yes, 541330 will be the NAICS Code with the exception for Military and Aerospace Equipment and Military Weapons
(MAE&MW).
3. Why has the size standard change since RPOC IV? The NAICS code size standards are set by the Small business Administration.
4. Is there an Aerospace exception for NAICS code 541330 that sets the standard at $35M? No, the current size standard exception for Aerospace under NAICS code 541330 is set at $41.5M in accordance with the Small Business Administration size standards dated August 19, 2019.
5. Is the clause for a cost reimbursable contract and approved accounting system required? Yes, this is a requirement for all cost type contracts in accordance with FAR 16.301-3(a)(3). The applicable clause(s) such as FAR 52.216-7 Allowable Cost Payment will be included in the contract.
6. If you didn’t use cost plus type contract what would the other options be?
NASA/JSC is open to hear from industry but if RPOC V is not a cost type contract, the other option would be a Fixed Price (FP) contract.
7. What is the current break down percentages of work?
Based on the RPOC IV SOW, the estimated work allocations between the different areas is shown below:
RPOC IV SOW 2.3 (ISS Program) 24% RPOC IV SOW 2.3 (Orion Program) 38% RPOC IV SOW 2.4 (Technology Dev. Sup, & Research) 38%
8. What are the analysis tools and what are they being used for?
Various analysis tool sets have been developed and/or used over the course of this contract. For ISS RPOC work, several 6 Degree of Freedom (DOF) trajectory simulations are used to support vehicle oversite activities. For Orion Program tasks, RAMTARES, an Orion 6 DOF trajectory simulation, is used to support vehicle analysis/development. COPERNICUS is used for any Mission Design activities. For Gateway support, Gateway in A Box (GIAB), which is a low fidelity software emulation of the Gateway Spacecraft that is used for flight control simulations.
9. Are RAMTARES used on this contract?
RAMTARES (Orion 6 Degree of Freedom Trajectory Simulation) is used by this contract in support of the Orion Program.
10. Why is there Orion work on RPOC IV as opposed to JETS contract? And what is unique or special about the work?
The statement of work allows using the RPOC contract to support Orion.
Decision on whether to issue JETS or RPOC task orders is made when the task order is developed and is based on utilization conditions at that time.
11. Is RPOC used for the Copernicus development?
Copernicus (Trajectory Design and Optimization System) is being developed/maintained by this contract.
12. Are people currently going on site to use the Ipas laboratory? Or are COVID restrictions keeping them out the lab? IPAS work is mostly on-site.
13. Please describe previous work developed on Ipas from RPOC?
The Integrated Power, Avionics, and Software (IPAS) facility is a flexible, multi-mission hardware and software design environment. This project will develop a flexible system integration capability, focusing on common tools and processes that have been vetted by engineers and operators, and that can be applied to a variety of missions and analyses. This project will yield a mature IPAS system able to deploy the capabilities to various new projects across the agency, such as MMSEV using the Core Flight Software.
14. Does JSC anticipate using a streamlined tradeoff for RPOCV similar to the RPOC IV? The Procurement Strategy for RPOC V is still under review. Please continue to monitor the RPOC V website and sam.gov for RFP information.
However, offerors are welcome to provide recommendations for a procurement strategy.
15. Could the proposed NAICS code change? The Procurement Strategy for RPOC V is still under review. Please continue to monitor the RPOC V website and sam.gov for RFP information.
16. Are there multiple subcontractors supporting RPOC? If so, how many? There are currently no subcontracts on RPOC IV.
17. Does JSC or the Small Business office have any recommendations on how to better position ourselves for future procurements at a small business size standard? Please consult the RPOC V Industry Day charts for POCs in the small business office that can aid with future NASA procurements. (End of Questions)
