Management Directive

ISS MD 1034 Rev A

TO: Distribution

SUBJECT: Charter for the Research Integration Control Board (RICB)

OFFICE OF PRIMARY RESPONSIBILITY: International Space Station (ISS) Research Integration Office

1.0 PURPOSE

This charter establishes the ISS Program Research Integration Control Board (RICB). The RICB is a management forum that establishes a baseline for and controls subsequent changes to ISS Program payload strategic planning, mission requirements, Multi-User Science Support (MUSS) facility requirements, and integration processes. This control board also provides a forum for resolving payload-related technical and schedule issues as well as research planning, mission integration, and payload operations issues.

This document defines the scope of Program authority and document control delegated to the RICB, the board membership, and specific operating policies.

2.0 SCOPE

The RICB is responsible for establishing schedule, mission requirements, and processes related to integration and on-orbit operation of payloads. The RICB controls the following functions:

· Strategic and Increment Research Plans

· Research Integration Templates

· Payload Integration Agreements

· Payload Integration Schedule Templates

· Payload Schedules and Milestones

Facilities related to pre-flight and post-flight processing of payloads are also controlled at the RICB.

The RICB manages performance of the following functions:

· Distribution of allocated ISS research resources (cargo transportation, crew time, etc.) to the NASA research sponsors and International Partners

· Development and control of integrated ISS research plans and input to the Increment Definition Requirements Document (IDRD);

· Develop and manage the input of payload manifest requirements and payload topologies (internal and external);

· Certification of Flight Readiness (CoFR) endorsements for payload hardware as identified in the Research Integration Office CoFR Plan.

Issues and research implementation assessments with International Partner/Participants (IP/Ps) impacts that require multilateral agreements will be specifically directed to Multilateral RICB (MRICB) meetings for review and approval. Change initiators and presenters will make initial assessments as to whether an item impacts IP/Ps and whether the change should be directed to a RICB or MRICB meeting. All changes will be made available to IP/Ps for review per existing Configuration Management processes. If an IP/P believes that an item scheduled for an RICB meeting will impact an IP/P, the IP/P may request the item be moved to the agenda of the next MRICB meeting. Disposition of the item will not take place before the MRICB meeting.

Changes in the scope of this board will be accomplished by a revision to this Management Directive.

3.0 POLICY

The RICB will be operated in accordance with ISS MD 1009, “International Space Station (ISS) Policy for NASA Control Board and Control Panel Operations” with specific RICB provisions specified in this section.

The RICB will establish and utilize lower level, delegated control panels and working groups as required. The lower level control panels include:

· Payload Integration Panel

· Research Planning Working Group

· Multi-increment Payload Resupply and Outfitting Model Working Group

· Window Observation Research Facility Working Group

· ISS Technology Panel

Specific responsibilities and authority delegated to these control panels are documented in their respective charters.

The RICB Chair coordinates with the Chairs and members of other Boards on issues and changes that are relevant to more than one Board. In order to facilitate decision-making and coordination for decisions affecting research integration and operations, joint RICB meetings may be held with other program control boards ( i.e. Mission Integration and Operations Control Board, Vehicle Control Board, Avionics and Software Control Board, ISS Transportation Office, etc.). Meetings will be scheduled and conducted as required. For overlapping issues, the relevant Board Chairs may designate a lead Board to coordinate its resolution.

3.1 Meeting Frequency

The RICB will be scheduled weekly or on an as-needed basis as specified by the Board Chair. Any member may also request the Chair to schedule a meeting.

3.2 Responsibilities

The Board Chair is responsible for ensuring that decisions are made based on the information received from the RICB members. Attendance of each member or his/her designated alternate is mandatory. Members shall provide the names of designated alternates to the RICB Secretariat. Members may also designate alternates for specific agenda items, as desired. Members are responsible for ensuring that the necessary technical support is provided based on the specific agenda items scheduled for each meeting. IP/Ps are not required to attend unilateral meetings, but may attend as situations warrant. Attendance shall be either in person or via teleconference.

3.3 Authority

Authority is delegated from the Space Station Program Control Board (SSPCB) as specified in the following paragraphs. Changes to this authority will be accomplished by a revision to this Management Directive.

The following change requests shall be forwarded to the SSPCB with an RICB disposition recommendation. For these payload issues, the RICB will serve as an SSPCB pre-board:

· Changes which impact Level I schedule milestones;

· Changes with any cost impacts to NASA;

· Changes which significantly impact the balance of NASA – IP/P barter agreements or have IP/P costs impacts;

· Changes to the ISS System Specification functional performance and characteristics requirements (including top level configuration changes, deviations or waivers to the established baselines);

· Items added or deleted from the Critical Items List;

· Requests for deviations and waivers to the established baselines;

· Changes with unresolved issues or that represent significant risk to the Program.

The RICB has the authority to disposition all other change requests (including exceptions to established baselines) within the scope of this charter. The RICB may charter working groups to work issues, pre-coordinate changes and perform other activities as delegated herein. However, baseline control shall not be delegated to a working group.

3.4 Product Control

The RICB is responsible for the review of changes to documents under baseline control, which are within the authority granted in this charter.

The SSPCB will delegate documentation control to the RICB. A list of SSP documents is identified and maintained on the ISS homepage accessible via the following link: https://edms.iss.nasa.gov/ISS_EDMS/custom/system/drl/redirecttomain.jsp.

3.5 Member Coordination

The RICB will make every attempt to make decisions by consensus. If consensus cannot be reached, and there is a significant cost, schedule or programmatic impact for the dissenting member, the issue will be referred by the Chair and dissenting member to the SSPCB. If consensus cannot be reached but, in the opinion of the Chair, the issue does not have a significant cost, schedule, or programmatic impact on the dissenting member, the Chair shall make the decision.

3.6 Appeal

Any RICB member may appeal a decision to the SSPCB. The RICB Chair will assist all RICB members with processing appeals. However, if the decision is time critical, the Chair may implement a proposed change at risk while the SSPCB appeal process is proceeding. In this case, the party proceeding with implementation must notify the RICB, in writing, within two weeks after the RICB meeting. If a member appeals a decision, that member may elect not to implement the RICB decision until the SSPCB resolves the appeal. The appeal process is described in ISS MD 106, “Charter for the Space Station Program Control Board (SSPCB)”.
