Subject: Draft Request for Proposal (DRFP)
The National Aeronautics and Space Administration (NASA), Lyndon B. Johnson Space Center
(JSC), is pleased to release the DRFP, number 80JSC019R0023 for the Human Space Flight
Technical Integration Contract (HSFTIC). This effort is a follow-on to the Mission and Program
Integration Contract.
All inquiries or comments concerning this DRFP shall be submitted in writing via e-mail to the undersigned on or before September 6, 2019.

For use in formulating comments and questions and in the preparation of proposals, a collection of reference documents are available through the HSFTIC Technical Library. The weblink to the
HSFTIC website which contains the Technical Library is https://procurement.jsc.nasa.gov/hsftic/.
Comments and questions will be addressed prior to release of the Final RFP. If a respondent believes their questions/comments contain confidential, proprietary, competition sensitive, or business information, those questions/comments shall be marked appropriately. However, questions that are marked as containing confidential, proprietary, competition sensitive or business information will not be provided a Government response. Comments and questions are highly encouraged, and may be submitted anonymously if desired through the HSFTIC website above.

Questions and comments submitted in response to the DRFP will be separated from, and have no bearing on, subsequent evaluation of proposals submitted in response to any resulting formal
RFP. The use of ideas, questions, and comments to structure the final RFP is at the discretion of the Government. Eligibility in participating in a future acquisition does not depend upon a response to this notice. The Government will not critique a potential offeror’s comments, and the DRFP should not be used by offerors to market their products/services. The DRFP does not commit the Government to award a contract nor does it obligate the Government for costs incurred in the preparation and submittal of proposals in anticipation of a contract. Responses to questions will be available at the Federal Business Opportunities, as well as the HSFTIC website.
Please note that the Section M Evaluation Criteria provided in this DRFP is being provided as pre-decisional, notional information at this point in time because the Government has not yet made a decision regarding the evaluation criteria that will actually be used for this procurement. The official evaluation criteria will be stated in the Final RFP.
All inquiries or comments concerning this DRFP should be submitted in writing via e-mail on or before September 6, 2019, for consideration during the conference. For additional information on the conference, please refer to the HSFTIC website.
NASA originally requested feedback on the HSFTIC overall procurement strategy through the
HSFTIC Industry Day held on May 13, 2019. Key aspects of that feedback have been incorporated into this DRFP.
In continuing our dialogue with industry, we would appreciate further feedback you have on the
DRFP that will help NASA achieve our goal to effectively procure reliable, flexible, safe, and cost effective delivery of the HSFTIC acquisition. Areas where we would appreciate specific feedback to meet our goal or to promote understanding of the requirement include:

The HSFTIC is a single-award Cost Plus Award Fee/Incentive Fee contract with International
Space Station, Orion, and Gateway, and includes Indefinite Delivery Indefinite Quantity task orders which apply to the mission and program integration services for the ISS Program, Orion
Program, and Gateway Program with the potential for supporting additional NASA Human
Space Flight Programs and Projects. The HSFTIC has been assigned the North American
Industry Classification System code 541715, with a size standard of 1,250 employees.
