About this file
This document is a final request for proposal (RFP) for the Safety and Mission Assurance Engineering Contract II (SMAEC II) issued by the National Aeronautics and Space Administration (NASA) Johnson Space Center (JSC). The RFP seeks proposals for a single-award, cost-plus award-fee contract to provide safety and mission assurance engineering support across NASA programs and projects over a five-year period of performance from October 2018 through September 2023. The contract will include core, indefinite-delivery indefinite-quantity, and level-of-effort elements. Subject: Final Request for Proposal (RFP) 80JSC018R0006, Safety and Mission
Assurance Engineering Contract II (SMAEC II)
The National Aeronautics and Space Administration (NASA), Lyndon B. Johnson Space Center
(JSC), is hereby issuing the Final RFP for SMAEC II as described below.
The Government is interested in unique capabilities and innovative approaches to performing the
SMAEC II requirements without adverse impacts to current operations. The SMAEC II RFP reflects critical requirements for and the priorities of the Safety and Mission Assurance
Directorate in support of NASA’s human spaceflight programs and projects, including a staffing approach that anticipates and is responsive to evolving requirements.
Offerors are advised to read all the Final RFP requirements contained herein and in the RFP.
The following information should be considered in proposal preparation.
ACQUISITION STRUCTURE:
SMAEC II will be a Single-Award, Cost-Plus Award-Fee (CPAF) contract. The contract will include Core, Indefinite-Delivery Indefinite-Quantity (IDIQ), and Level-of-Effort (LOE) elements. The Phase-in effort will be Firm Fixed-Price. Authorization to perform IDIQ and
LOE effort under SMAEC II will be through the issuance of CPAF Task Orders.
SMAEC II has been assigned the North American Industry Classification System code 541330, Size Standard: $38.5 million under the exception for Military and Aerospace Equipment and
Military Weapons.
SMAEC II will have a 5-year period of performance which consists of a 2-year base, one 2-year option, and one 1-year option, from October 1, 2018, through September 30, 2023. A 42-day phase-in period is anticipated.
ORGANIZATIONAL CONFLICT OF INTEREST (OCI)
National Aeronautics and
Space Administration

BR4-18-001 2
SMAEC II supports current and future programs and projects performed across the agency.
There are multiple contractors and subcontractors that design, develop, manufacture, test and evaluate human spaceflight hardware and software that the SMAEC II contractor team may be responsible for evaluating. This environment elevates the potential for OCI issues. Below is a list of tasks, not all-inclusive, that the Government has identified as potential OCI concerns.
• Assessment of component and system designs, analyses, and models developed for
Orion/Multi-Purpose Crew Vehicle;
• Assessment of component and system designs, analyses, and models developed for the ISS or
Extravehicular Vehicle Activity;
• Assessment of component and system designs, analyses, and models developed for the
Commercial Crew or Cargo providers;
• Assessment of hardware designs, analyses, and models developed for NASA by Contractors and Space Act Agreement Participants;
• Quality assurance, safety, and reliability oversight for design, development, test, fabrication, and evaluation of human spaceflight hardware and software;
• Assessment of new technology disclosures (invention disclosures) including, for example, new and innovative hardware, software, and processes;
• Implementing IT security requirements under SMAEC II, while also being involved in the review and audit of JSC IT security implementation and operations;
• Access to Government Sensitive Information such as pre-decisional information associated with ongoing or future NASA projects that may result in future competitive procurements; and
• Access to a Contractor or Space Act Agreement Participant's proprietary information, where said Contractor and Space Act Agreement Participant is not the SMAEC II contractor.
In accordance with the instructions in Section L.6(c), “Responsibility Considerations” for DRD-
S2-020, ensure you describe in detail how you will identify and manage OCI issues.
