Question 1:

We noticed that in the Final RFP for U.S. Global Change Research Support Program National Coordination Office Support Services, which was released today, that a version of Clause 52.219-9 is two years out of date is used. The version in the RFP is Oct 2018, whereas the current version is June 2020. Can you get this corrected?

Question 1 Response:

Amendment 2 will be issued to update Clause 52.219-9 Small Business Subcontracting Plan, at Section I.44.

Question 2:

The questionnaire in section L & M doesn’t appear to be usable for our customer to fill it in, as is. Are you considering issuing a questionnaire that is usable/fillable?

Question 2 Response:

The Government will provide a word document for the USGCRP, Exhibit 17, past performance questionnaire.

Question 3:

General. Can NASA explain what contingencies are in place should work be impacted by the NASA facility being unavailable due to government shutdown, a force majeure including a pandemic, inclement weather, etc.?

Question 3 Response:

Please refer to clause H.5 DENIED ACCESS TO NASA FACILITIES which addresses those instances where contractor employees are denied access or required to vacate a NASA facility, in part or in whole.

Question 4:

Past Performance. Does NASA have a minimum number of project descriptions it would like us to submit and similarly is there a minimum number of Past Performance Questionnaires that offerors should send out?

Question 4 Response:

There is not a minimum number of project descriptions or Past Performance Questionnaires the offerors should send out or submit.

Please refer to provision L.23(a) and (b) for detailed information. There is no minimum past performance questionnaires offerors should send out as all Prime Offerors shall furnish the information requested for all of the most recent contracts (completed and ongoing) for similar efforts with a minimum average annual cost/fee incurred of $1.5M that the Offeror has had within the last 5 years of the RFP release date. The Offeror shall provide the information requested for any significant subcontractor(s) for those similar efforts within the last 5 years of the RFP release date with a minimum average annual cost/fee incurred of at least 25% of the estimated average annual dollar value of the proposed significant subcontract.

Question 5:

IT. Section D has a requirement to, within 30 days of contract effective date, develop and deliver an IT Security Management Plan. Will the government provide a copy of the current accepted plan to update?

Question 5 Response:

The Government is unable to provide the current contract IT Security Management Plan.

However, Amendment 2 provides the Enclosure 2 Information Technology Security Management Plan (ITSMP) template.

Question 6:

Schedule. Section B.3 GSFC 52.211-90 SUPPLIES AND/OR SERVICES TO BE PROVIDED (SEP 2017) -10 Safety and Health Plan, Section H 52.236-13, Alt. I., 30 Days after Contract - Should the Schedule reference be "As Required in Clause"?

No, B.3 GSFC 52.211-90 SUPPLIES AND/OR SERVICES TO BE PROVIDED (SEP 2017) -10 Safety and Health Plan, Section H 52.236-13, Alt. I., is not changed. However, the Government has revised J.1 definition for To Be Submitted to include 30 days after contract award.

Question 7:

Minimum/Maximum of Supplies or Services. Section B.4 and B.8 have conflicting IDIQ maximum amounts. Which is correct?

Question 7 Response:

Amendment 2 will revise Clause B.8 to correctly reflect the maximum value of $8M for the entire potential period of performance of 5 years.

Question 8:

Section B.8 GSFC 52.217-90 OPTION TO EXTEND, page 8: The RFP states an IDIQ Maximum for this effort of $1.6M. Is this intended to be $1.6M for each contract year?

Question 8 Response: See the Government’s response to question 7.

Question 9:

Section L.18.a.4 GSFC 52.215-201 PROPOSAL PREPARATION---GENERAL INSTRUCTIONS, page

81. This section states: “The format for each proposal volume shall parallel, to the greatest extent possible, the format of the evaluation factors contained in Section L of this solicitation.” Please confirm that the evaluation factors are in Section M.

Question 9 Response:

Amendment 2 updated L.18.a.4 to read as follows: The format for each proposal volume shall parallel, to the greatest extent possible, the format of the evaluation factors contained in Section M of this solicitation.

Section L.22 (a) GSFC 52.215-224 Cost Volume Instructions, page 96. This section states:

“Offerors shall provide one separate copy of their Cost Volume proposal marked ‘RFP # 80HQTR20R0016 / NASA Proposal Evaluation Material,’ which the Government may use for audit support purposes.” Will NASA please confirm if two copies of the cost volume for both the Offeror and Significant Subcontractors are required, as this is an electronic submission?

Question 12 Response:

The Government requires one electronic submission of the cost volume for both the offeror and the significant subcontractor. The offeror will submit their cost volume separately from the significant subcontractor(s) cost volume submission through the large file transfer process outlined in the RFP.

Question 13:

L.23 GSFC 52.215-230 PAST PERFORMANCE VOLUME (MAY 2018), page 103: To fulfill the requirement to “list any contracts terminated (partial or complete) within the past 5 years,” please confirm offerors can limit their list to those relevant to the past performance references given the large number of agreements a large company may have?

Question 13 Response:

Per RFP Section L.23a, the last paragraph states “List any contracts terminated (partial or complete) within the past 5 years and basis for termination (convenience or default). Include the contract number, name, address, and telephone number of the terminating officer (please verify telephone numbers). Include contracts that were "descoped" by the customer because of performance or cost problems.”

Per RFP Section L.23a, the first paragraph indicates “Prime Offerors shall furnish the information requested for all of the most recent contracts (completed and ongoing) for similar efforts with a minimum average annual cost/fee incurred of $1.5M that the Offeror has had within the last 5 years of the RFP release date.“

Question 14:

Question 15:

Exhibit 16, Technical Scenario: The Technical Scenario uses the phrase “and/or” in multiple locations in relation to support for the national and international assessment processes. In our budgeting, should we assume that support for both a national assessment and an international assessment should be provided? And should we use our best judgment in describing the full set of costs for both assessment processes, where those cost types may not be explicitly described in the Technical Scenario?

Question 15 Response:

The Government is developing a response to this question. Response will be provided on the next release.

Question 16:

Section L.18 (b)(4) GSFC 52.215-201 PROPOSAL PREPARATION---GENERAL INSTRUCTIONS, page 82. Upon evaluation and award, the approved subcontracting plan will be incorporated into the contract as Attachment F. Amendment 2 corrects the reference in L. 18 C.1(5) to reference correctly as Attachment F and to be consistent with Clause J.1.

Question 19:

General – Cost Volume . The scope of work, including research, consulting, and program support, involves services that are substantially similar to those provided to the general public or by non-governmental entities for purposes other than governmental purposes. As such, the proposed scope of work meets the definition of a commercial item as describe in FAR 2.101. Given the nature of the services, and the resources required by both government reviewers and vendors to procure under FAR Part 15, would the government consider soliciting this requirement as a commercial item under FAR Part 8?

Question 19 Response:

The Government does not intend to solicit this requirement as a commercial item under FAR Part 8.

Question 20:

General – Cost Volume. For purposes of the fixed fee, does the government consider this requirement “research services”?

Question 20 Response: The Government does not consider this to be “research” services.

Question 21:

B.1, page 3. Is the Core Requirement intended to be the first task order under the IDIQ?

Question 21 Response:

All core support services will cover core requirements under USGCRP Statement of Work.

Section 2.0 is the “core” support services requirement for performance daily. The core requirements will not be issued as an IDIQ.

Question 26 Response:

The Offeror does not need to submit names for every position description.

Question 27:

L.21.c.B.8 (page 87). Can the government confirm that foreign nationals can be used on this contract given the international components of the IDIQ?

Question 27 Response:

Foreign nationals that have valid green cards, worker’s permits, student visas are permitted to be on NCO staff, but foreign/international salaries are not permitted. It should be noted that NASA is unable to support foreign nationals from the PRC or Hong Kong.

Question 28:

L.22.b.1 (page 93).Section L.21.c.B.1 contains a reference to Enclosure I, Contract Historical Data, however Enclosure I does not seem to have been provided. The enclosure appears as if it may have been labeled as Attachment H, however the attachment is incomplete. Could the government please provide the missing Contract Historical Data so offerors can fully comply with direct and indirect rate substantiation directions?

Question 28 Response:

The Government will provide the contract historical data rates as Enclosure 3 under Amendment 2.

Question 29:

SOW – II.6 (page 6). In this section NASA describes the requirement to provide equipment for contract employees and detailees. Question 41 Response:

There is no minimum or maximum for past performance information. Prime Offerors shall furnish the information requested for all of the most recent contracts (completed and ongoing) for similar efforts with a minimum average annual cost/fee incurred of $1.5M that the Offeror has had within the last 5 years of the RFP release date. Offerors are required to comply with the page limitation for past performance volume.

Question 42:

Attachment E – Experience Levels. Please confirm our understanding that a Master’s degree plus 4 years of experience MORE than listed on “experience” is equivalent to a PhD per the rubric at the bottom of the position descriptions?

Question 42 Response:

The text at the bottom of Attachment E is clarifying education or education/experience for Operations Support. The minimum education is high school diploma with four years of experience. If the candidate has an MS, an additional 2 years of experience is required. If the candidate has a BS, then an additional four years’ experience is required. Similarly, a Master’s degree may be substituted for 2 years of experience, and a PhD may be substituted for 4 years of experience. There is no equivalent for a PhD other than a PhD, however, that level of education is not required for this position.

Question 43:

Attachment F --- Small Business Subcontracting Plan. Please confirm our initial plan is to be submitted in our response and the official is not required until 30 days post award (by the successful offeror)?

Question 43 Response:

Per RFP Attachment F, the Small Business Subcontracting Plan, is To Be Proposed from the successful Offeror 30 Days after Contract Award Date.

Question 44:

L22. Cost Volume Instructions B.1 – Incumbent Historical Data. Can the government provide examples of past task orders issued off the current IDIQ, including size, timing, key deliverables?

Question 44 Response:

The Government will incorporate RFP Enclosure 3 Historical Data, under Amendment 2.

Question 45 Response:

L22. Cost Volume Instructions B.1 – Incumbent Historical Data. From the information provided and the scope of work, the extent and size of individual tasks is unclear, potentially providing the incumbent with an advantage in bid preparation. Given this, would the government consider providing full dollar value of orders (both core and IDIQ) awarded to ICF over the past 5 years on the incumbent contract?

Question 45 Response: See the Government’s response to question 44.

Question 46 Response:

Attachment E – Incumbent positions / Overall. It is difficult for non-incumbent bidders to accurately budget for individual elements (both Core and IDIQ) given the broad scope of services, wide range of positions, and potential variability in spending. This unequal access to information and understanding of ordering patterns (vs. that of the incumbent) potentially provides the incumbent with an unfair competitive advantage. As such, would the government consider providing total level of effort and/or number of incumbent resources supporting both the Core and IDIQ elements (on a yearly basis) on this contract to enable non-incumbent vendors to more accurately prepare responses in line with government requirements?

Question 46 Response: See the Government’s response to question 44.

Question 47:

B.1.7. B.1.7 states “Provide high quality, timely and responsive operational support for USGCRP Information Technology services, including office IT support, the USGCRP website, and the Global Change Information System (GCIS).” Does Office IT Support require on-premises IT personnel? Does it entail 24-hour “Help desk” type IT support?

Question 47 Response:

Yes, IT support requires on-premises IT personnel. This requirement does not entail a 24-hour help desk type IT support.

Question 48:

Attachment 4. Sections L-M, A.4. Can the government clarify what is it means by “written task plan” for the technical scenario? Section B, “52.216-91 Supplemental Task Ordering Procedure” only discusses hours, labor categories, and cost; however, A.4 asks for a technical approach in addition.

Question 48 Response:

A written task plan is the contractor’s response to include the technical approach, period of performance, appropriate cost information, and any other information required to determine the reasonableness of the Contractor's proposal in accordance with I.110 1852.216-80 TASK ORDERING PROCEDURE. Therefore, Section L. 21 is providing instructions to respond to the technical scenario. The Offeror’s written approach/strategy (task plan) describes how the offeror will accomplish the duties in the Governments technical scenario.

Question 49:

Attachment 4. Sections L-M, A.4. Given the amount of information requested for the written task plan, would the government consider excluding this requirement from the page count or extending the page count?

Question 49 Response:

The Government will not exclude this requirement of Section L.21. MISSION SUITABILITY VOLUME INSTRUCTIONS, from the page count nor will the Government extend the page count.

Question 50:

Attachment 4. Sections L-M, M.5. “The Government may review and consider past performance information on other contracts that it is aware of or that are made available from other sources and inquiries with previous customers.” Can the government clarify if it means that it has the option to review past performances not included in the offeror’s volume? How will the government ensure fairness if that is the case?

Question 50 Response:

That is correct per RFP L.23 GSFC 52.215-230 PAST PERFORMANCE VOLUME. The Government may review and consider past performance information on other contracts that it is aware of or that are made available from other sources and inquiries with previous customers. These contracts (if any) must meet the above “recent” and minimum average annual cost/fee expenditures criteria to be evaluated.

Question 51:

Past performance questionnaires. Given the global nature of the health pandemic, would the government accept past performance questionnaires by 9/21 for domestic and international customers?

Question 51 Response: All past performance questionnaires are due on the proposal due date.

Question 52:

Section L. 21 GSFC 52.215-210 Mission Suitability Volume Instructions (Competitive), (c) Mission Suitability Instructions, Management Approach, B.8, page 90 : May an offeror propose additional labor categories it believes are necessary to complete the work while ensuring that it covers the minimum requirements outlined in the Position Qualifications stated in Attachment E?

Question 52 Response: No, the offeror may not propose additional labor categories.

Question 53:

Section B.7 GSFC 52.216-94 NONPROPOSED COSTS, page 8: This section states that the estimated cost of materials is $50,000 per year and the cost of travel is $300,000 per year for the core contract. Historically the core contract has incurred approximately $300,000 per year for materials and $100,000 per year for travel. Should offerors use these as plug values instead?

Question 53 Response:

Amendment 2 revises the values in Section B.7 GSFC 52.216-94 NONPROPOSED COSTS.

Question 54:

Staffing Plan. F.3. GSFC 52.237-92 PLACE OF PERFORMANCE SERVICES - Will NASA allow flexibility for telecommuting on a permanent basis for some staff?

Question 54 Response:

Telecommuting is allowable to meet the USGCRP Statement of Work core requirements and will be assessed based on the offerors proposed telework policy. The offeror proposal a staffing plan in accordance Clause F.3, under the solicitation.

Question 55:

Per Section L.22.B.1, respondents proposing to use the incumbent workforce are required to review the incumbent labor rates provided. The rates were not incorporated into the RFP. Is it NASA’s intent to provide these rates?

Question 55 Response:

The Government will provide the contract historical data rates as Enclosure 3 under Amendment 2.

Question 56:

Section B.7 GSFC 52.216-94 NONPROPOSED COSTS, page 8: This section states that the estimated cost of materials is $50,000 per year and the cost of travel is $300,000 per year for the core contract. Historically the core contract has incurred approximately $300,000 per year for materials and $100,000 per year for travel. Should offerors use these as plug values instead?

Question 56 Response:

Amendment 2 revises the values in Section B.7 GSFC 52.216-94 NONPROPOSED COSTS. Offerors should use the nonproposed costs disclosed in Clause 52.216-94. These nonproposed cost are not to exceed estimates.

Question 57:

Section L. 21. (c) Mission Suitability Instructions, Technical Approach, A.3, page 88: Could the list of “proposed labor categories and hours required to accomplish the entire Core SOW requirements and IDIQ Task Order requirements” be excluded from the Mission Suitability page count and included in an appendix?

Question 57 Response:

No, the proposed labor categories and hours required to accomplish the entire Core SOW requirements and IDIQ Task Order requirements per L. 21 (c) Mission Suitability Instructions, Technical Approach, A.3, page 88 shall not be excluded from the Mission Suitability page count and included in an appendix.

Question 58:

L.22.b.1 (page 94). Is there a requirement to leverage incumbent labor?

Question 58 Response: The RFP does not require leverage incumbent labor.

Question 59:

Section F. Section F describes the place of performance as both 1800 G Street and the contractor’s facility. How much space is available for contractors? Are any of the positions required to be onsite full time?
