Technical Scenario

I. Background:

U. S. Global Change Research Program (USGCRP) delivers a variety of publications that highlight scientific advances pertaining to global change. In addition to its reports detailing scientific progress, USGCRP produces assessments of climate and related global change that improve the

Nation’s ability to understand, anticipate, and respond to global change impacts and vulnerabilities.

The common thread among these assessments is that they assess climate change impacts and responses as well as scientific progress, and their target audience is stakeholders: policy makers, resource managers, the media, and the general public.

In the national context, USGCRP is required by law to produce quadrennial National Climate

Assessment (NCA) reports as described in the Statement of Work. In addition to the NCA, USGCRP produces specialized topical assessments as the nation’s needs dictate (e.g. the USGCRP

Special Report on Climate and Health, https://health2016.globalchange.gov/ and the 2nd State of the Carbon Cycle Report (SOCCR2); https://www.globalchange.gov/browse/reports/report-brief-

2nd-state-carbon-cycle-report-soccr2).

Recognizing the international context of climate trends and the mutual connections between risks and vulnerabilities to the United States that are generated by climate impacts and adaptation and mitigation decisions here and elsewhere, USGCRP also coordinates and supports U.S. participation in relevant international assessments, including those produced by the Intergovernmental Panel on

Climate Change (IPCC), the Arctic Council, and other international organizations.

As part of its support for the US’s Fifth National Climate Assessment, USGCRP hosts a small staff that comprises a Technical Support Unit (NCA TSU) at the National Coordination Office. In addition, in the past, for the IPCC 5th Assessment, USGCRP hosted the Working Group II Technical

Support Unit (WGII TSU) at Carnegie’s Department of Global Change, Stanford, CA. Since

USGCRP may choose to provide similar or analogous support to future national and international assessments, this technical scenario utilizes the TSU, in order for Offerors to provide a technical approach, pricing is not required.

In general, National and IPCC Technical Support Units (TSUs) provide scientific, technical and organizational support to their respective Working Groups (WGs). A TSU is formed to support the preparation of a Synthesis Report or any other Task Force constituted by an assessment. In general, IPCC TSU’s are located off site from the USGCRP NCO at the institutional home of the nominated and accepted chair of the IPCC Working Group.

Assessment TSUs:

Support the Co-chairs and Bureaus of their respective WG or Task Force (TF), or the IPCC

Chair in the case of an Intergovernmental Synthesis Report, in the preparation and production of all relevant assessment products;

Support for the National Climate Change and International Assessment Reports

Contribute to the implementation of US National and IPCC Protocols for addressing errors, traceable accounts, communication strategies and the Conflict of Interest Policies;

Participate, through their TSU heads, in Advisory or Executives Committee as Advisory

Members;

Undertake any other task as required by the Co-Chairs or WG/TF, or Chair in the case of the

TSU subtasks may vary in scope and length, ranging from focused support activities of a few months’ duration and involving a few people, to sustained, multi-year support for major national and/or international products, involving management of substantial international travel and production of major international reports.

II. Statement of Work: The Contractor shall organize and manage the delivery of, and outreach associated with the National and/or Intergovernmental Assessment Working Group contributions to the US and/or Intergovernmental Panel on Climate Change (IPCC)

Assessment Reports.

a. For National and Intergovernmental Assessment Reports, the Contractor shall organize and manage the end-to-end authoring, reviewing, editing and production of up to 30-chapters, 2500-page report which may have up to 800 lead and contributing authors and

70 review editors. Assessments represent up to 13 regions that include the 50 United

States plus Puerto Rico (National Report) and up to 90 countries (Intergovernmental

Assessment Reports), each of which will cite over 12,000 scientific references.

i. The contractor shall support and coordinate the US Government’s identification and selection of US expert authors.

ii. The Contractor shall support and manage up to five author meetings of up to 50 authors and review editors, to be held in US domestic venues for the National

Assessment and Geneva, Switzerland and other global locations as required for an Intergovernmental Assessment, including participant travel and logistics, meeting organization, note-taking, recording of actions and decisions, and follow-up management to track completion of action items and implementation of decisions made.

iii. The contractor shall support the authors’ and review editors’ development of three drafts: first draft, second draft, and final draft. The TSU serves the physical science, impacts and mitigation communities by coordinating all aspects of assessment development cycles – from scoping processes, to the call for author nominations, to selection of writing teams, to the identification/implementation of supporting activities, to organization of large lead authors meetings, to expert and Government reviews, and ultimately to production and launch of deliverables. The TSU provides scientific and technical leadership and direction to writing teams, facilitating the work of the hundreds of volunteer authors from the U.S. and international scientific communities who draft and review the assessments.

iv. The contractor shall manage up to two expert reviews and one Government review of the technical report, including supporting and coordinating the US

Government’s identification and engagement of US expert reviewers across the field of climate change impacts; the development and management of an online system to receive comments; tracking and disposition of comments received;

Exhibit 16 production of detailed change logs; and tracking and submission of revised text.

v. Contractor shall support US travel and logistics, and meeting management and support for Summary for Policymakers Approval Sessions as needed. [Assume that for a National Assessment, the Session will be held in Washington, D.C., and for an Intergovernmental Assessment Report, the venue will be Geneva, Switzerland. Duration to be up to 4 days in length, and that it will involve up to 200 people, 20 of whom will be from the US.]

vi. The contractor shall manage the production of the National and

Intergovernmental Assessment Reports up to 30-chapters, 2500 pages each;

including compilation of input text, images and figures, management of technical editing, reference management, copy-editing, print and web layout, and printing.

vii. The contractor shall manage the production of derivative reports to include an up to 50-page Summary for Policymakers, FAQ documents, fact sheets, press releases, presentations, and video summaries, including consistency checks between all derivative products and the full report.

b. The contractor shall have responsibility for providing complete and accurate content and content management for the US National Assessment and/or IPCC TSU website.

III. Travel: The contractor shall also provide travel support, as necessary, to facilitate participation of non-Federal scientists in Lead Author Meetings, expert meetings and workshops of the National and/or IPCC Assessment Reports. For the IPCC Assessment report, assume that the Contractor shall provide travel support for 50 US author trips to

Geneva, Switzerland, for a duration of 10 business days per person per trip.

IV. Period of Performance:

a. Overall Task Order Period: August 1, 2022 – July 31, 2023

b. Planning and Support Period: August 8, 2022, to March 27, 2023

c. Agency Sufficiency Review and Final Report Review: March 28, 2020, to April 7, 2020

National Assessment Session: April 24 -28, 2023

International Assessment Session: June 19 – 30, 2023

V. Reporting Requirements and Deliverables:

- Monthly status reports

- Assessment Report Drafts o First Draft o Second Draft o Final Draft

- Derivative Products o Synthesis Report o Summary for Policymakers o FAQ o Fact Sheets o Press Releases o Presentations

VI. Government Responsibilities:

Office space, office furnishings (cubicles, desks, chairs) and installed fixtures shall be provided by the Government.
