About this file

This is a State Environmental Review Process (SERP) Compliance Memorandum prepared by AKS Engineering & Forestry, LLC for the City of St. Helens Wastewater Collection System Capacity Improvements Project, in coordination with the Oregon Department of Environmental Quality (DEQ) and the Clean Water State Revolving Fund (SRF). The memorandum addresses wetland compliance requirements under the Protection of Wetlands Executive Order 11990 for the Basin 4 improvements component of the larger wastewater system upgrade project. The document demonstrates that the proposed Basin 4 alignment will not directly or indirectly impact any wetlands, as confirmed through review of National, State, and Local Wetland Inventory maps and hydric soil data. No further wetland consultation is required for the Basin 4 alignment to satisfy SERP compliance requirements.

The project is funded through Oregon DEQ's Clean Water State Revolving Fund, and the City is required to complete the full SERP documentation process prior to construction authorization. Documentation for wetland compliance for the additional Basins 5 and 6 improvements will be submitted separately. The memorandum includes wetland inventory maps generated from the Oregon Explorer system and references the DEQ Applicant Guide to the State Environmental Review Process as the regulatory framework governing the environmental review requirements.

Project Name: St. Helens Wastewater Collection System Capacity Improvements Project

AKS Job No.: 10363-04

Project Site: St. Helens, Oregon

Subject: SERP Compliance Memorandum

AKS Engineering & Forestry, LLC (AKS) is working with Consor and the City of St. Helens (City) to help design and permit the proposed Wastewater System Capacity Improvements Project (hereinafter referred to as the Project). The City plans to upgrade and increase the functional capacity of the wastewater management system and has received funding from the Oregon Department of Environmental Quality’s

(DEQ) Clean Water State Revolving Fund (SRF). As part of the funding approval, the City is required to complete the State Environmental Review Process (SERP) to address the environmental impacts of the

Project prior to construction. AKS has been tasked with helping the City navigate the SERP by completing all required documentation as outlined in DEQ’s Applicant Guide to the State Environmental Review

Process (SERP Applicant Guide)1. The purpose of this Memorandum is to satisfy the requirements of the

Protection of Wetlands – Executive Order 11990 (1997) federal cross-cutting authority for the proposed

Basin 4 improvements.

The Protection of Wetlands Executive Order 11990 This federal cross-cutter “seeks to avoid to the extent possible any adverse impacts associated with the destruction and modification of wetlands, and to avoid direct and indirect support of new construction in wetlands wherever there is a practicable alternative.” In order to demonstrate compliance with this cross-cutter, National, State, and Local Wetland Inventory maps were printed and included in this memo with the location of Basin 4 alignment to show that no wetlands will be directly, or indirectly, impacted during construction of the Basin 4 improvements. In addition, no hydric soils are mapped within the vicinity of the Basin 4 Alignment. Therefore, this fulfills the criteria in Section 4.2, Step 2 of the SERP Applicant Guide.

No further consultation to demonstrate the Project’s compliance with this cross-cutter is required for the

Basin 4 alignment.

Documentation supporting the project’s compliance with the Wetlands Protection cross-cutter for Basins

5 and 6 improvements will be provided under separate cover.

The Statewide Wetlands Inventory (SWI) represents the best data available at the time this map was published and is updated as new data becomes available. In all cases, actual field conditions determine the presence, absence and boundaries of wetlands and waters (such as creeks and ponds). An onsite investigation by a wetland professional can verify actual field conditions.
