About this file

This is a General Requirements document issued by Salt Lake County Contracts and Procurement on behalf of Public Works Operations for a Request for Bids (RFC) to provide asphalt concrete mix and trucking/delivery services. The solicitation invites qualified firms to bid on asphalt supply on a material-only basis (FOB Plant, will-call) or to additionally provide trucking and delivery services. The County estimates annual asphalt consumption of approximately 25,000 tons distributed across multiple municipalities within Salt Lake County, including Millcreek City, Taylorsville City, Holladay City, Magna City, Kearns, White City, and unincorporated County areas. The resulting contract will have a six-year term effective upon execution, with no specified minimum or maximum purchase quantities. The County reserves the right to conduct multiple awards to responsive and responsible bidders and to review contract performance and costs regularly with potential mid-term price and service negotiations. Ordering procedures allow for telephone or written orders, with large orders of 800 tons or greater requiring a minimum 24-hour advance notice and other orders placed on an as-needed basis.

Pricing for material supply must remain firm for the first 12 months, with subsequent annual term increases capped at 5 percent from the prior term, supported by documented cost justification. For trucking and delivery services, bidders may separately price standard orders (200-400 tons), large orders (400+ tons), dedicated full-day truck services, hourly truck services, and weekend/holiday and after-hours delivery premiums. The approximate annual contract value is estimated at $1,700,000, though this figure is neither guaranteed nor constitutes a minimum purchase commitment. Bidders must be located within Salt Lake County boundaries or within 25 miles of the County boundary and must comply with UDOT and APWA specifications, including current Superpave mix designations per APWA Standard Specifications Section 32 12 05 (Revised 2026). All required insurance policies, including workers' compensation, commercial general liability ($1,000,000 per occurrence minimum), and commercial automobile liability ($1,000,000 per occurrence minimum), must be maintained throughout the contract term and for three years thereafter.
