About this file
This is a Schedule A specification document for bituminous concrete materials prepared by Salt Lake County Public Works Operations for Request for Bid PWO130995, detailing asphalt concrete mix requirements and quantities. The procurement solicits bids for eight line items encompassing standard hot mix asphalt (HMA), highly modified HMA (HMHMA), and cold mix asphalt products. Estimated quantities total 53,500 tons of standard and modified asphalt mixes across various specifications, including 35,000 tons of HMA PG 58-28 SP-3/8 for Road Class I applications, 15,000 tons of HMA PG 58-28 SP-1/2 for Road Classes I and II, 1,000 tons of HMA PG 64-34 SP-1/2, and 2,500 tons of HMA PG 64-34 SP-1/2 for Road Class III. The document references Utah APWA 2026 Standard Specifications for mix design and binder grade requirements, with elevation thresholds of 4,000 feet governing minimum binder grade selection. Items A-5 and A-6 specify highly modified HMA with PG 76-34 binder, minimum 6.0 percent total binder content, and prohibited reclaimed asphalt pavement (RAP) usage.
The specification document establishes detailed technical requirements for all asphalt materials, with payment structured by weight in tons per Section 01 29 00. Quantities are noted as estimated, and suppliers bear responsibility for RAP content and blending to meet specified binder grades and gradations regardless of production methods. The procurement includes a line item (A-8) allowing for percentage-off discounts on list prices for other asphalt products not specifically enumerated, with a base contract value of $10,000 prior to unit pricing. The document defines applicable road classes by Equivalent Single Axle Loads (ESAL): Class I for ESAL less than 10,000 annually, Class II for ESAL between 10,000 and 1,000,000 annually, and Class III for ESAL exceeding 1,000,000 annually. Aggregate gradations are limited to SP-1/2 (12.5mm nominal maximum aggregate size) and SP-3/8 (9.5mm nominal maximum aggregate size), with compaction levels of 50-blow and 75-blow specifications applied based on road classification and use requirements.

GENERAL NOTES
1. All mix designators are per Utah APWA 2026 Standard Specifications, Section 32 12 05 – Bituminous Concrete. The mix designator format is: [Binder Grade], [Aggregate Gradation], [Compaction Level].
2. Elevation threshold of 4,000 feet governs minimum binder grade selection per Table 2, Section 32 12 05.
3. RAP (Reclaimed Asphalt Pavement) content and blending are the supplier's responsibility. The delivered mix must meet the specified binder grade and gradation regardless of RAP content used in production. RAP is not permitted in HMHMA items (A-5, A-6).
4. HMHMA items (A-5, A-6) require PG 76-34 highly modified binder per Section 32 12 03, minimum 6.0% total asphalt binder content by weight, and design air voids of 0.75–1.25% per Table 6.
5. Aggregate gradations SP-1/2 (12.5mm NMAS) and SP-3/8 (9.5mm NMAS) are the only HMA gradation bands defined in APWA 2026. SP-3/8 is applicable to Road Class I only for standard HMA.
7. Road Class definitions per Section 32 01 31: Class I (ESAL < 10⁴/yr), Class II (ESAL 10⁴–10⁶/yr), Class III (ESAL > 10⁶/yr).
8. Quantities are estimated. Payment shall be by weight (tons) per Section 01 29 00.
