About this file

This is an evaluation scoresheet for RFP MD26-17, a movie viewing public performance license solicitation issued by the State of Utah Division of Purchasing on behalf of the Department of Corrections. The RFP seeks to contract with a single responsive and responsible vendor to provide licenses covering motion pictures shown in prisons, community correctional centers, and other correctional facilities throughout Utah. The resulting contract will have a term of five years, with vendors required to guarantee pricing for a minimum of two years.

The evaluation framework consists of three mandatory prerequisite requirements and three scoreable technical criteria weighted as follows: Media Licensing & Copyright Compliance (50 percent, 500 points), Correctional Content Curation (30 percent, 300 points), and Clean Content Creation & Licensing (20 percent, 200 points), for a combined technical evaluation total of 1,000 points. Vendors must achieve a minimum of 700 technical points (70 percent) to advance to cost evaluation. Cost proposals are valued at 200 points and will be awarded based on a formula where the lowest-priced offeror receives 100 percent of cost points, with other offerors receiving a proportional share based on their price relative to the lowest bid. The total evaluation is worth 1,200 points, and contract award will be made to the offeror with the highest combined technical and cost score.

* Purchasing will use the following cost formula: The points assigned to each offerors cost proposal will be based on the lowest proposal price. The offeror with the lowest Proposed Price will receive 100% of the price points. All other offerors will receive a portion of the total cost points based on what percentage higher their Proposed Price is than the Lowest Proposed Price. The formula to compute the points is: Cost Points x (Lowest Proposed Price/Proposed Price).Other cost evaluation methods may be used as long as they are within Procurement Code/Rule. Ensure the method for awarding points is clearly stated on the score sheeet and within the solicitation documents.
