About this file

This is a technical scoring criteria document for Request for Proposal MD26-17, issued by the State of Utah Division of Purchasing through the Department of Corrections, to procure movie viewing public performance licenses for correctional facilities. The contract will cover motion pictures shown in prisons, community correctional centers, and other correctional institutions throughout Utah. The procurement will result in a single contract award to the responsive and responsible vendor achieving the highest combined score from technical and cost evaluations. The contract term is five years, with vendors required to guarantee pricing for a minimum of two years.

The evaluation process consists of three stages: Stage 1 establishes mandatory minimums requiring vendors to cover the "Big Five" Hollywood studios, provide 24/7 licensing coverage per inmate, and maintain a website verifying movie licensing compliance. Stage 2 allocates 1,000 technical points across three categories: Media Licensing & Copyright Compliance (500 points), Correctional Content Curation (300 points), and Clean Content Creation & Licensing (200 points). Vendors must achieve a minimum of 700 technical points to advance to Stage 3. Stage 3 awards up to 200 points based on annual per-inmate licensing costs for the five-year contract period, resulting in 1,200 total possible points. Award will be determined solely by highest total points from the technical criteria stage and cost stage combined.
