About this file

This is Addendum No. 2 to a Request for Qualifications and Request for Proposals issued by the Killingly Public School District and Killingly Board of Education for roof replacement project programming, site evaluation, feasibility analysis, and conceptual design services at Killingly Intermediate School in Killingly, Connecticut. The addendum addresses seven requests for information from prospective proposers and clarifies key project requirements. As-built drawings including structural drawings are available through the District's website. The District confirmed that if the consultant determines exploratory work is required as part of the structural assessment, the consultant will perform such work as part of the basic services. Regarding site visits, the District is not conducting formal pre-submission site visits; however, prospective proposers may conduct exterior inspections of the building grounds with advance notice to the District. The building functions as an emergency shelter. The anticipated construction bid timeline and start date remain unknown at the time of this addendum. The submission deadline and contract award timeline established in the original RFQ/RFP remain unchanged.

The addendum provides critical clarification regarding hazardous materials assessment and insurance requirements. If a Hazardous Material Building Survey is provided as a supplemental service, the consultant or its subconsultant performing work involving handling, removal, transport, or release of hazardous materials must procure Pollution Liability insurance with minimum coverage of Two Million Dollars per claim and Two Million Dollars in aggregate. The District confirmed that basic services include providing design criteria based on potential asbestos or other hazardous substance investigation work, and that the comprehensive feasibility report must address hazardous materials findings and abatement implications, including recognition of potential asbestos-containing materials in roofing components and polychlorinated biphenyls in existing materials. All prospective proposers must acknowledge receipt of Addendum No. 2 on their fee proposal forms.

KILLINGLY PUBLIC SCHOOL DISTRICT

AND

KILLINGLY BOARD OF EDUCATION

Request for Qualifications and Request for Proposals for

Roof Project Programming, Site Evaluation and Feasibility, and Conceptual Design Services

Killingly Intermediate School Roof Replacement

RFQ/P# 2027-001 Issue Date: July 9, 2026

RFQ/P# No. 2027-001 ADDENDUM NO. 2 AUGUST 6, 2026

TO: All Prospective Proposers

FROM: The Killingly Public School District

DATE: August 6, 2026

This Addendum No. 1 to Killingly Public School District (“District”) and Killingly Board of Education

RFQ/P# 2027-001 (the “RFQ/RFP”) is being issued by the District to answer the following questions and Requests for Information (“RFIs”) received by the District in connection with the RFQ/RFP and amends and modifies the RFQ/RFP to include the following questions/Requests for Information, and the

District’s Answers, as follows:

REQUESTS FOR INFORMATION/ANSWERS

RFI #1: You note that existing as-built drawings including structural drawings are available. It would be helpful to understand the completeness/quality of the documents, especially as it relates to evaluating the load capacity of the roof structure.

Answer: Available drawings from prior projects will be made available at the following URL:

https://www.killinglyschools.org/departments/business-office/bids-rfps To extent structural drawings from prior projects are available, such drawings will be included.

RFI #2: Given the history of roof leaks, exploratory work will be required. Is this exploratory work going to be performed by the Owner or consultant?

Answer: If as part of the Structural Assessment performed by the Consultant, the Consultant determines exploratory work is required to complete the Services, the Consultant will perform the exploratory work as part of the Services.

RFI #3: We’re inquiring about the RFP’s inclusion of hazardous materials sampling and testing services. Exhibit C of the RFP does not list “contractor’s pollution liability” coverage which is advised when handling hazardous materials. As the prime consultant, the architect would need to carry that https://www.killinglyschools.org/departments/business-office/bids-rfps coverage for this project. This coverage type is atypical for architects, and the associated premium costs would be incorporated into the bid pricing. This coverage would also be duplicative as industrial hygienists carry that coverage. Additionally, sub-consultants to the prime-consultant have a markup for costs associated with the administration of the sub-contract which would also be applied to the bid pricing. The architect carrying a roofing contractor as a sub-consultant, to make the roof cuts and patch them, would have a similar impact on the bid pricing. The common industry approach is for the Owner to hire the industrial hygienist and roofing contractor directly to mitigate the costs associated with the duplication of insurance coverages and consultant markups. The architect would then be responsible for coordinating with the Owner’s consultants for the date/time, cut locations for substrate review, existing materials contract documentation, hazardous materials report and technical specifications incorporation into contract document package, coordinating reroofing scopes to requirements of abatement, sharing of drawing backgrounds/title blocks for any hazardous materials drawings, and assisting in the coordination/recording of paperwork and manifests for the Owner during construction. Please confirm if it is the Owner’s intent to have the bidder include hazardous materials sampling and testing and clarify if the bidder should carry contractor’s pollution liability coverage as part of this submission. If yes, please identify the level of insurance coverage.

Answer: Refer to RFQ/RFP page 18, at section 4.vii. Basic Services include the Consultant providing design criteria for conceptual design options based on, among other things, potential asbestos or other hazardous substance investigation or remediation work that may be necessary.

Refer to RFQ/RFP page 19, at Section 5 part iv. Basic Services include providing a comprehensive written site investigation and Project feasibility report which addresses, among other things, “hazardous materials findings and abatement implications, which recognize, consider, and account for: the possibility that existing roof systems on the KIS building contain hazardous materials (including but not limited to asbestos-containing materials (ACM) in roofing felts, flashings, adhesives, and mastics, polychlorinated biphenyls (PCBs) in caulks, sealants, and coatings and lead-based paint or coatings);

that survey/abatement design may be necessary; and the potential impact of hazardous materials abatement in the Consultant’s findings as part of their feasibility analyses, cost opinions, and schedule projections. If Hazardous Material Building Survey is provided the Consultant as a Supplemental

Service, the Consultant’s report shall include the foregoing information based on actual hazardous materials conditions verified or indicated in the Hazardous Materials Building Survey report provided by the Consultant”

Refer to RFQ/RFP page 21 Supplemental Services Part A – Hazardous Material Building Survey, which states “Perform or provide a professional Hazardous Material Building Survey of materials that are part of, or relate to, the existing roof assembly(ies) which are identified as potentially containing asbestos, lead-based paint, or other hazardous or regulated substances (collectively “Hazardous Building

Materials”), in accordance with all applicable federal, state, and local laws, regulations, and guidelines, as well as visual-only identification of existing materials which may contain polychlorinated biphenyls

(PCBs).”

If Hazardous Material Building Survey is in-fact provided as a Supplemental Service by the Consultant, hazardous material sampling and testing shall be provided in accordance with the requirements of the

RFQ/RFP (including but not limited not sampling and testing for PCBs) and the Contract between the

District and the selected Consultant.

If Hazardous Material Building Survey is provided by the Consultant as a Supplemental Service, either the Consultant or its subconsultant who is actually performing which involve or could result in the handling, removal, transport, dissemination, use, or release of pollutants or hazardous materials shall procure Pollution Liability insurance, with policy limits of not less than Two Million Dollars

($2,000,000) per claim and Two Million Dollars ($2,000,000) in the aggregate.

RFI #4: Is there any opportunity to visit the site (even an exterior inspection)?

Answer: The District is not conducting a pre-submission site visit in connection with the RFQ/RFP.

Prospective proposers may review the site and roof conditions from the building grounds (exterior of the building), provided advance notice is given to the District of the date and time the prospective proposer desires to be present on the school property.

RFI #5: Does the building function/serve as an emergency shelter or other emergency functions?

Answer: The KIS building is utilized as an emergency shelter.

RFI #6: Are existing drawings available for KIS?

Answer: Available drawings from prior projects will be made available at the following URL:

RFI #7: If known, when is this project expected to go to bid for contractors and what is the expected start date for construction?

Answer: The requested information is not known at this time.

All Project requirements set forth in the RFQ/RFP and prior addenda, except to the extent specifically added, amended or modified by this Addendum and the foregoing answers to RFIs, remain unchanged and in full effect.

The deadline for submission qualifications and proposals is unchanged by this Addendum.

All proposers must acknowledge receipt of this Addendum No. 2 in the appropriate location on their Fee Proposal form.
