Summary: Document and Media Scanning Services Scope of Services

This document is a Scope of Services specification for Broward County's Records, Taxes and Treasury Division (RTT) and various other county agencies seeking qualified vendors to provide comprehensive document and media scanning services. The services encompass pickup and transportation, document preparation, scanning, indexing, conversion, and related activities for letter and legal-sized pages, as well as alternative formats including microfiche, microfilm, and engineering drawings. The contract is structured as an open-end/indefinite quantity agreement with an initial three-year term and two optional annual renewals. Documents must be scanned at a minimum resolution of 300 dots per inch (dpi) in Portable Document Format (PDF), converted to searchable formats using Optical Character Recognition (OCR) where applicable, and processed in compliance with Florida Administrative Code Rule 1B-26.003. The contractor must complete all scanning work within sixty business days of pickup, maintain automated daily, weekly, and monthly reporting capabilities, and return all original documents to the originating agency location upon project completion or destruction per county authorization.

The contractor must maintain Service Organization Control (SOC) 2 or SOC 3 Type I or II certification and provide updated reports annually throughout the contract term. All scanning must occur in secure, twenty-four-hour monitored facilities with comprehensive security measures including surveillance cameras, access controls, fire suppression systems, and backup power generators. The contractor bears full responsibility for document security, loss prevention, HIPAA compliance for Protected Health Information, Business Associate Agreement execution, and strict confidentiality of all county information. Pricing is determined by order quantity according to tiered pricing structures provided in the Bid Response Form, with unit costs varying based on volume ranges. Quality control requirements mandate random sampling verification, rescanning at no additional cost for failed documents, and final output comparison reports against county manifests. Optional document destruction services are available at the county's sole discretion, requiring NAID AAA standard compliance, secure facility execution, and Certificates of Destruction with complete chain-of-custody documentation.
