About this file
This vendor certification and licensing requirements document is issued by the Broward County Board of County Commissioners, specifically the Finance and Administrative Services Department Records, Taxes, and Treasury Division, in support of a Document and Media Scanning Services contract solicitation. The project seeks a qualified contractor to provide comprehensive scanning services including pickup, transportation, preparation, scanning, indexing, and conversion of documents and media for the Records, Taxes and Treasury Division and other Broward County agencies. The contract is structured as an open-end, indefinite quantity agreement with an initial term of three years, followed by two optional one-year renewals. The County will issue purchase orders as needed and may procure services exceeding any guaranteed minimum quantity or obtain services from alternative sources if the contractor cannot meet delivery timelines at the contracted price.
Contractors must meet two mandatory special certifications to be considered responsive. First, a Service Organization Control (SOC) 2 or SOC 3 certification is required, with either Type I or Type II reports acceptable; proof must be provided with the bid or within three business days of request by the Purchasing Agent, with failure to timely provide documentation resulting in non-responsive status. Second, National Association for Information Destruction, Inc. (NAID) certification is required, demonstrating compliance with industry standards, ethics, and legal requirements verified through annual and random audits conducted by security professionals holding Certified Protection Professional accreditation from the American Society for Industrial Security. Proof of NAID certification must similarly be furnished with the bid or within three business days of request, with the same penalty for non-compliance.
