About this file

This is Addendum No. 1 issued by Indian River County Procurement Division on February 18, 2026, for RFP 2026016 regarding the procurement of a Utilities Computerized Maintenance Management System (CMMS) and implementation services. The procurement includes both CMMS software and professional services necessary to configure, implement, train, and support the system, with proposals requiring a single, coordinated solution where the proposer acts as the prime contractor, or alternatively, the software provider serves as the implementation servicer. The corrected RFP due date is March 13, 2026, with product demonstrations anticipated for the mornings of April 14 and 15, 2026.

The addendum clarifies that no external consultant was involved in RFP preparation and provides historical context regarding previous implementation attempts. The County previously conducted a partial SEMS implementation that suffered from inconsistent data management and inadequate training or oversight, with SEMS remaining in limited use today. An OpenGov system was procured but never implemented due to insufficient implementation services and staff shortages within Indian River County Department of Utilities Services. OpenGov conducted a product demonstration in November 2025, demonstrating the County's recent vendor engagement activity in this solution space.

Questions and Answers

1. Please confirm the due date as the documents state due March 6.

Answer: Due date is March 13th, as indicated on the events in Bonfire. The RFP cover is inaccurate.

2. Will all demos take place April 7 or be scheduled during the week of April 7?

Demo dates will be finalized at a later date, but are now anticipated for no earlier than the mornings of April 14 and 15.

3. Is the County working with a consultant to prepare this RFP? If yes, will the consultant be part of the evaluation team?

No consultant was involved in preparation of the RFP.

4. The RFP mentions previous attempts to implement solutions. Could you please identify the specific CMMS solutions that were previously attempted and the primary reasons for their outcomes?

SEMS implementation was partially adopted throughout the department because of inconsistent data management and lack of training or oversight. SEMS is still in use today, but it is not comprehensively utilized or adopted by all intended users. OpenGov was procured, but it was never implemented due to insufficient implementation services and short staffing at IRCDUS at the time of implementation.

5. Has the County participated in product demonstrations relevant to this RFP in the last 12 months?

If so, which vendors were seen?

OpenGov performed product demonstration in November 2025.
