About this file

This is an Amendment of Solicitation (Amendment No. A-002) issued by the Texas Department of Criminal Justice Contracts and Procurement for Solicitation No. 696-IG-26-O012, effective May 7, 2026. The amendment revises multiple sections of the original Request for Offers for a Records Management System Software as a Service solution on behalf of the Office of the Inspector General. The amendment modifies the required submission documents, revises technical assistance contact information to direct vendors to email support.procurement@eunasolutions.com or access Euna Procurement's Vendor Knowledgebase, and updates the list of required exhibits. Key changes include removal of references to Historically Underutilized Business (HUB) subcontracting plan requirements, reflecting a determination that no HUB subcontracting opportunities are probable for this solicitation. The receipt deadline for responses is indicated as not extended by this amendment.

The amendment establishes specific documentation requirements that contractors must submit during the contract term, including quarterly litigation reports, annual insurance certificates and policies prior to service commencement and within 30 days of renewal or replacement, copies of subcontracts upon execution, and annual financial disclosure reports within 120 days after the contractor's fiscal year end. The list of exhibits has been updated to reserve Exhibit J.2 for future use, removing the HUB Subcontracting Plan requirement. Section L.8.6, previously titled "HUB Subcontracting Plan," has been retitled to "Reserved for Future Use." All other terms and conditions of the original solicitation remain in full force and effect.
