About this file
This is a Compliance Standards exhibit for a Records Management System (RMS) contract between the Texas Department of Criminal Justice (TDCJ) Office of the Inspector General (OIG) and a software service provider. The document outlines critical performance and compliance requirements that the contractor must maintain throughout the contract term, establishing measurable standards across data security, system availability, incident response, and operational performance. The RMS encompasses software, hardware, components, and maintenance support, requiring the contractor to provide complete end-to-end responsibility for quality operational service and full system functionality.
The compliance standards address multiple critical areas including data protection and unauthorized use prohibitions, adherence to federal and state laws including NIST 800-53 controls and FBI CJIS Security Policy requirements, mandatory staff security training, system uptime of 99 percent availability, user response times not exceeding three seconds 98 percent of the time, mobile platform compatibility, and disaster recovery capabilities with a one-hour Recovery Point Objective. Performance violations trigger specific resolution timeframes ranging from immediate action to 30 working days depending on the compliance issue, with financial penalties ranging from 2 percent to 25 percent invoice deductions or potential contract termination for critical violations. The contractor must notify the OIG and TDCJ of security incidents within six hours of discovery and resolve incidents within 30 hours, maintain quarterly management-level meetings with the OIG, and correct system defects according to severity levels within timeframes of eight hours for critical defects to 30 working days for low-severity issues.
