About this file
This is a Response Introduction exhibit for a Request for Offers issued by the Texas Department of Criminal Justice, Office of the Inspector General (OIG), for a Software as a Service Records Management System (RFO 696-IG-26-O012). The exhibit establishes the required introductory information and organizational details that respondents must provide as part of their proposal submissions. Respondents are required to submit a clear description of their organization, including capabilities, goals, and purposes; designate a primary point of contact responsible for all Department inquiries; list all authorized negotiators with contact information; provide insurance carrier information and liability statements; document all similar services previously provided to the Department or other governmental agencies with references; disclose any contracts cancelled or terminated within the five years preceding the response; list all pending legal actions and final judgment outcomes; and provide proof of proper business certification in Texas and confirmation of no outstanding debt to the State.
The exhibit does not specify pricing terms, set-asides, incumbency status, response deadlines, or contract term details within this particular document. Respondents must demonstrate their qualifications and past performance record to enable the Department to evaluate their suitability for the Records Management System engagement. The Department explicitly reserves the right to contact any or all references provided to assess past performance. Business certification requirements include documentation such as a certificate of fact-status or Franchise Tax Account Status, and respondents must confirm they are not indebted to the State of Texas. Insurance procurement is not a requirement for submission of a response.
