About this file

This is a Project Manual and Technical Specifications document for the City of St. George's 2.5 Million Gallon (MG) Underground Concrete Water Storage Tank project (Project #2207-026), prepared by Chad Coffey, Professional Engineer, State of Utah License No. 12440204, dated February 17, 2026. The project encompasses the complete design and construction specifications for a culinary water storage tank facility, including site preparation, excavation, concrete work, reinforcing steel, electrical conduit installation, water utility piping systems, and ancillary improvements. The technical specifications are organized into 18 divisions covering temporary facilities and controls, site demolition, concrete forming and reinforcing, cast-in-place concrete, electrical systems, earthwork and grading, trenching, fill placement, aggregate base courses, concrete manholes, and water utility infrastructure. Key construction requirements include provisions for erosion and sediment control, concrete quality assurance with specified compressive strength ratings ranging from 2,000 to 5,000 PSI depending on application, reinforcing steel placement with minimum concrete cover specifications, water-tight tank construction per ACI 350 standards, and hydrostatic pressure testing to verify tank integrity. The specifications detail material requirements, equipment specifications, installation procedures, tolerance standards, field quality control testing protocols, and acceptance criteria for all major construction components.

The project specifications mandate a 5% bid bond and 100% performance and labor-materials bond issued by a surety company licensed in Utah, with the City of St. George as obligee. Concrete materials must be Type II or Type II-V Portland cement for Classes A through C and Type V for sulfate-resistant applications, with air-entrainment and specific water-cement ratios specified by concrete class. Water piping materials include polyvinyl chloride (PVC) pipe per AWWA standards, ductile iron pipe with cement-mortar lining and mechanical joints, and high-density polyethylene for service lines, all NSF 61-compliant for potable water contact. Tank waterproofing requirements include cementitious crystalline waterproofing applications and PVC waterstops at construction joints. Site preparation requires structural fill and base course materials compacted to minimum 95% of maximum laboratory density, with controlled low-strength material (CLSM) with minimum 150 PSI compressive strength used for bedding voids in bedrock foundations larger than 3 inches wide and 18 inches deep. Tank acceptance requires successful completion of both Part 1 and Part 2 hydrostatic tightness testing per ACI 350.1, with maximum allowable water loss of 0.050% of tank volume per day, followed by disinfection per AWWA C652 standards and bacteriological testing confirming negative results before tank placement into service. The City of St. George reserves the right to reject any or all submissions or waive any formality or technicality in the bidding process.
