About this file

This is an Addendum to Bid for the Southeastern Livestock Pavilion Grandstand Repair project (26B-025) issued by Marion County Parks & Recreation Department in Florida on December 23, 2025. The addendum provides clarifications and modifications to the original solicitation through a questions and answers format addressing contractor responsibilities and project scope modifications. Key clarifications include that the contractor is responsible for all encapsulation and shielding during sandblasting operations, removal and protection of existing light fixtures and electrical boxes prior to sandblasting, wrapping and covering of PVC pipes and non-steel components to prevent painting, and obtaining all required inspections including structural engineer inspection and certification of all welds. The addendum confirms that the contractor bears responsibility for all permits and inspections associated with the work.

The addendum establishes additional project parameters including that hardware materials may be either galvanized or stainless steel, all replacement materials must be new with only existing aluminum planks in good condition eligible for reinstallation, ADA cut-ins and companion seating are not included in the current scope of work, and the project will be awarded as a single contract rather than split into multiple bids. Bidders must acknowledge receipt of this addendum through signature on the Proposer Requirements/Acknowledgements Form, with failure to do so potentially resulting in bid rejection.

Please make note of the following changes, additions, deletions and clarifications to the above-mentioned solicitation:

Questions & Answers:

Q1. Will this project need to be encapsulated during the sandblasting?

A1. Yes, the contractor holds responsibility for safeguarding all ground surfaces and nearby assets from sandblast debris. Any necessary encapsulation, shielding, or containment required for the safe execution of sandblasting is encompassed within the contractor’s scope of work.

Q2. Is an electrician or other third-party going to remove the light fixtures and electrical boxes prior to sandblasting? Can this be self-performed through Facilities?

A2. No third-party electrician will be provided by the County. The contractor is responsible for removing and protecting existing light fixtures, electrical boxes, and similar items prior to sandblasting.

Q3. Will the PVC pipes under the grandstands be painted along with the structure, or will these items need to be wrapped and covered?

A3. PVC piping, conduits, and non-steel components are not to be painted and will need to be wrapped and covered.

Q4. What inspections will need to be done, and who is responsible?

A4. The contractor is responsible for all required inspections associated with their work. All welds shall be inspected by a licensed structural engineer and shall be accompanied by an inspection report. All permits and inspections are the responsibility of the contractor.

Q5. Hardware material — galvanized or stainless steel?

A5. Either option meets the standards outlined in the scope of work.

Q6. It was proposed that we could save a significant amount of money on materials if we were open to previously used aluminum planking.

A6. Previously used aluminum planking is not approved. All replacement materials will be new. Existing aluminum planks may be reinstalled where they are in good condition; however, any replacement materials must be new.

Q7. Are we considering adding ADA cut-ins and companion seating?

A7. No. ADA cut-ins or companion seating are not included in the current scope of work.

Q8. It was suggested that we split sandblasting and painting and metalwork into two different bids to save money.

A8. At this time, the County intends for this project to be awarded as a single contract.

By signing the Proposer Requirements/Acknowledgements Form, Bidders are acknowledging receipt of this addendum. Failure to acknowledge receipt of this addendum may be cause for rejection.
