RFQ 75N97023R00012 - Audiovisual Preservation Reformatting Questions and Answers Revised (9/21/2023)

Q1. Do you have estimated footage counts on the 16mm and 35mm film reels? Pricing for film scanning and rehousing supplies is all based on footage counts and reel sizes.

A1. The National Library of Medicine’s (NLM) 16mm film holdings tend to be formally-produced, educational titles with standard runtimes of 30 minutes to 1 hour. The average footage for the 16mm film titles under consideration is approximately 430 feet, with this ranging from 150 to 2,000 feet.

The average runtime of 35mm film titles under consideration is 7.5 minutes, or approximately 675 feet of footage. This is because NLM’s 35mm film holdings tend to be older, non-commercial productions that pre-date the introduction of small gauge film. The bidder should consider a wide range of conditions for these selections, irregular frame rates, and the absence of sound.

The above estimates and considerations are subject to change and aimed at providing further guidance on the nature of NLM’s motion picture film holdings.

Q2. What length should be assumed for 2” Open Reel?

A2. Unknown at this time. Bidders are encouraged to provide a range of pricing for 2” open reel videotapes based on average durations for this format, i.e,. Pricing A: <30 minutes; Pricing B: 30 minutes – 1 hour).

Q3. Is 2” Open Reel video or audio?

A3. Video.

Q4. What length should be assumed for 1” Type C?

A4. The length varies item to item depending on the manufacturer of the videotape. On average, NLM’s older videotape formats tend to be 30 minutes to 1 hour, durations typical of broadcast formats. However, there may be some instances of shorter runtimes (below 30 minutes) for videotapes holding public service announcements.

Q5. “Rehousing of Open Reel formats” I assume this is for the ¼” Audio only, correct?

A5. The rehousing of open reel formats is intended to include 2” Open reel video, 1” Type C, and ¼” Open reel audiotape formats. Rehousing of open reel formats (in addition to cassette and motion picture film formats) is included in the RFQ as a preservation strategy for items stored within deteriorated or damaged containers. Considering this, rehousing may not be required in all instances of NLM’s audiovisual selections for this contract.
