DSTARS - Mandatory Criteria
Listed below are mandatory qualification criteria. THE OFFEROR SHALL INCLUDE ALL INFORMATION WHICH DOCUMENTS AND/OR SUPPORTS THE QUALIFICATION CRITERIA IN CLEARLY MARKED SEPARATE
SECTIONS OF ITS TECHNICAL PROPOSAL.
Mandatory Criteria establish conditions that must be met at the time of receipt of Technical Proposals by the Contracting Officer in order for the proposal to be considered any further for award.
Conformance to Section 508 Standards
Offerors must demonstrate compliance with Section 508 of the Rehabilitation Act of 1973 (29 U.S.C.
794d) which has been determined to be relevant for this contract. In order to conform to the Section 508 Electronic and Information Technology Accessibility Standards, all electronic and information technology (EIT) products and services developed, acquired, maintained, or used under this contract/order, including EIT deliverables such as electronic documents and reports, shall be in compliance with the provisions delineated in the Code of Federal Regulations (CFR) Title 36 (36 CFR Part 1194) and outlined below.
The following 508 standards are determined to be applicable (see the 508 Standards list for more detail):
1194.21 Software applications and operating systems.
1194.22 Web-based intranet and internet information and applications.
1194.23 Telecommunications products.
1194.24 Video and multimedia products.
1194.25 Self contained, closed products.
1194.26 Desktop and portable computers.
1194.31 Functional performance criteria.
1194.41 Information, documentation, and support.
Organizations submitting proposals will be required to submit a completed HHS Section 508 Product Assessment Template (PAT) which demonstrates that the EIT services and deliverables support the applicable Section 508 accessibility standards identified. If your proposal does not include a completed HHS Section 508 Product Assessment Template (hereafter referred to as the "Template") which demonstrates that EIT products and services proposed support applicable Section 508 accessibility standards, your proposal will not be considered further for award.
