Service Area 2: Science Writing and Content Development

Sample Task Order

STATEMENT OF WORK

SCIENTIFIC PRESENTATION DEVELOPMENT

1.0. INTRODUCTION. The contractor shall provide technical, logistical, and administrative support services to the NIEHS Division of Extramural Research and Training (DERT). During the period of performance, the contractor shall perform in accordance with the requirements of this task order and the basic IDIQ contract.

2.0. BACKGROUND AND OBJECTIVES. NIEHS DERT staff play a leading role in the development of communication and outreach materials that inform both internal and external stakeholders about NIEHS activities and scientific advances related to environmental health. As a result, it is vital that effective communication is maintained with all of NIH, partners, and stakeholders. Additional support is necessary to provide technical, logistical, and administrative support services in creating impactful scientific presentation materials for the NIEHS DERT. This communication requirement shall be a coordinated effort among the contractor, the COR, and program administrators and points of contact (POCs) within NIEHS. As appropriate, the NIEHS Office of Communication and Public Liaison shall be consulted.

3.0. TASKS. The Contractor shall provide the following deliverables under this task order:

The contractor shall facilitate development of new executive presentations using PowerPoint or other approved platforms, modify existing presentations, and draft speaking points. Activities include the collection, synthesis, and development of content and graphics. While the emphasis of this activity is on content development, the contractor shall contribute to all steps of document preparation and production, to include providing document outlines, initial drafts, proofs, copy-editing, and graphic design. As DERT covers such a wide range of environmental health science topics, further identification of specific topics to be addressed in this task cannot be provided at this time; however, the topics will only focus on projects the DERT staff are involved in. All deliverables shall be provided in electronic format unless otherwise noted.

3.1. TECHNICAL DELIVERABLES. The contractor shall provide the following technical deliverables:

• Scientific presentations which meet the approved NIEHS standard format:

o Presentations shall contain an average of 25 slides each.

o Up to twelve (12) completed presentations shall be delivered. Timeline of drafts will be discussed at kick off meeting and will be included in meeting summary notes.

• Individual slides for use in presentation materials:

o Up to fifteen (15) individual slides shall be delivered each year. All slides must meet the approved NIEHS standard format. Slides shall be due within 5 days of assignment.

• Organize and host a kick-off meeting with the task lead and subject matter experts (SMEs) when a presentation topic is assigned.

• A summary, in Word, of high-level action items and timelines from each kick off meeting conducted under this task. All meeting summaries and action items shall be delivered within 3 days of the meeting to the task lead and shall be accepted by the task lead.

3.2 ADDITIONAL GENERAL DELIVERABLES. The contractor shall provide the following deliverables as specified below:

• Monthly Reports/Invoice due by the 15th of each month: the monthly report will include a description of the time spent by contractor employees on tasks and subtasks for that month.

• Final Report and presentation slides due no later than 30 days after the expiration of the task: The report shall include an executive summary, in Word, of no more than 3 pages and up to 3 presentation slides that summarize the highlights and accomplishments for the duration of the task.

• Project Management Plan due within 15 days of the start of the task: The contractor shall deliver a project management plan that includes, but is not limited to, a work breakdown structure, schedule, cost estimate, risk management plan, change management plan.

4.0. GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, SOFTWARE AND TRAINING. See IDIQ SOW.

5.0. PERSONNEL. Due to the nature of the work to be performed under this task order, the contractor shall provide staff who have an in-depth understanding of the science being conveyed in the presentations developed under this task.

5.1. KEY PERSONNEL. In addition to the key personnel named under the basic IDIQ contract, the following positions are considered essential to work performance under this task order and may only be replaced in accordance with the requirements of the basic IDIQ contract:

6.0. Travel. Travel is not authorized.

Additional Proposal Information

The following information is provided to assist offerors in developing a technical response and cost estimate for the task order.

Task Order Type:

The task order shall be proposed as a Time and Materials (T&M) order and shall consist of one (1) year.

Assume a start date of April 1, 2020.

Uniform Cost Assumptions:

1) Labor – The Government's estimate for the work set forth in the task order SOW is 750 hours/year. The table below provides general guidance to assist offerors in understanding the level of effort anticipated for this Task. The number of hours is for informational purposes and is not meant to be restrictive. Offerors may submit a proposal using a different number of hours or labor mix than those provided here. The direct labor effort provided below is inclusive of subcontractor and consultant effort.

2) Travel – Travel is not authorized.

Task Order Pricing:

Offerors shall present a total estimated price for the 12-month period of the task order. The price shall be inclusive of all requirements, reports, and deliverables required to meet the specifications of the Task Order. Pricing should include identification of labor categories, number of hours, hourly labor rates, materials, and any other direct costs incurred.
